Arcadia Student Council
The Student Council of Arcadia Academy operates in a different way than any student body across the globe. Objectively speaking, the Student Council and the Disciplinary Division is Arcadia Academy. The Council controls the management of the funding given by PACT, who receive generous donations all over the globe. With almost limitless resources put into Arcadia, the Student Council’s duty is to govern the entire man-made island of Arcadia, and especially the Academy.

This new form of governing an academy like Arcadia is the reason why the academy is the best in the world. With the best of each generation of students governing, the academy improves and evolve every year, striving only to be on top.

With the addition of the Disciplinary Division, the Council possesses a functioning enforcement unit, composed of the next generation’s most capable mages. Paired with the best combat instructors of the world, the 15.000 Disciplinary Division Students act as professional a military division.

Qualification for the Student Council
Due to the massive amount of responsibility and pressure, only a few selected people can be chosen for the Student Council Body. There is an unspoken rule that every Student Council member has to be a Class-A student, due to the A-Class being the very best the Academy has to offer. The Class Representatives is ranked in according to their rank within their year and class.

However, the Student Council President can choose whoever she wants to fill out the offices in the Council, even the Disciplinary Division. But adhering to the unspoken rule is not a bad idea, as it is there for a reason.


Qualification for Student Council President
The election is based on popularity. A student council president serves for 1 year and 6 months before a vote has to be cast once again. To even be considered a candidate for Student Council President, a student needs to be a Class-A student, with outstanding academics, combat rating, and physical condition. The Council President Candidates has to be rated in the top five of all students across all years in terms of grading.

Furthermore, a potential candidate has to be approved and verified by the PACT Government, through extensive psychological examinations and background check.

The next election takes place in February 2154.

Veto
To keep the Student Council President under ‘check’, the school’s actual Principal acts as a close observer and can shut down all the President’s authority with immediate effect, should he or she step out of line and act with dishonor. Furthermore, if the majority of the Student Council Members vote against an order of the President, he/she has to comply to their wishes.


Positions under the President

  • The Vice President - Runner-up for the election. Has similar responsibilities as the President, but doesn’t hold as much authority and must answer to the President.

  • Treasurer - The role that manages the money and economy of the academy. An odd role on the Council, as the Treasurer doesn’t hold any authority over anyone, but only really answers to the President.

  • Secretary - Effectively the handler for the President. This role includes being a personal assistant to the President, as well as managing meetings and having responsibility over smaller administrative tasks.

  • Class Representatives - Represents an entire grade as well as voicing their concerns or demands. CR's are chosen by popularity voting and can be replaced throughout the entire year. There is a Representative for each Class, divided by years, for a total of 15 representatives in the entire school.

  • Council Members - Mundane workers for the Council Hall that act as a task force operating under the President’s authority. Appointed by the President and Vice-President.

Disciplinary Division
The Disciplinary Division is the militaristic portion of the Student Council responsible for policing the Arcadia Academy against all criminal activity by student, faculty, or outside personnel. Lead by the Commander, the DD answers directly to the President of the Student Council, but is beholden to a rigid chain of command, rules of engagement, and strict ethical code. The Disciplinary Division is 15,000 strong.

The Commander of the Disciplinary Division
The Commander of the Disciplinary Division oversees the entirety of the organization. Chosen by the President for their leadership, combat skill, and ability to think tactically, the Commander has the grueling task of being responsible for every single life on campus. Due to the demands of the job and the immense pressure of the role, it is not uncommon for Presidents to go through several Commanders each year from them quitting or failing to live up to expectations.

Due to the often insurmountable demands of the job, potential Commanders have a rigorous set of qualifications they must meet:
  • Commander has to be one of the greatest combat mages at the academy, in the top 15% of the combat ratings.
  • Must be a Class A on the MPR scale.
  • Must be at least a second year, though the vast majority are third years. Second years must be extreme prodigies in order to qualify.
  • Must pass several screenings of Psychological reports and physical examinations.
  • Display marked leadership and tactical abilities by several combat instructors during their time at the Academy.
  • At least one year in the Disciplinary Division, at least four years in an outside military, or at least two years of military strategy/philosophy training from either the Academy or a qualified outside source.
Organizational Structure
Besides the Commander, the DD has several key positions to establish a rigorous chain of command. Under the Commander is the Major, followed by the various Captains of various sectors. Under each Captain is a Lieutenant that serves as their second in command, much like the Major is to the Commander.

Major - The Major of the DD is the Commander’s second in command. Selected by the Commander themselves, the Major helps the Commander in both leadership and administrative roles. The Major is often chosen to be groomed as a potential future Commander. It is not uncommon for the Major to replace the Commander as head of the DD should they fail, quit, or be otherwise incapacitated from their duties.

Captain of Security - The bulk of the Division’s forces are under the command of the Captain of Security. They primarily patrol the streets and oversee the brig that houses accused awaiting trial. The majority of newer members serve in this division until they distinguish themselves.

Captain of Academy Defense - This role is perhaps the most serious role, being in charge of the Academy defense. While all the DD members are responsible for manning the walls of the Academy in case of an attack, the members under the command of this Captain spend their days solely protecting the Academy. They screen and check visitors, patrol the outer walls, and often do nothing but sit on their thumbs. Nevertheless, they are the first line of defense to the safety of the Academy.

Captain of Student Council Defense - The smallest of the roles, the CSCD is in charge of the protection of every member of the Student Council, from the President overlord to the lowest ranked Representative, all are protected by bodyguards of the SCD.

Captain of Special Operations - The Special Operations are the elite of the elite in the DD. These soldiers perform the jobs that many members of the other branches are unqualified to touch. From homicide investigation to terrorist plots, these guys deal with the most deadly of situations.​

Requirements to join the DD
All DD members must be at least C rank or higher in order to even apply. They must pass a physical exam as well as psychological and sociological exams. To achieve the rank of Captain, they must be at least A rank, Lieutenant is a minimal of B rank. The Major must be A rank as well as being second year or higher. In addition, all members of the DD are continuously and rigorously tested for drugs, physical, and psychological issues.

Disciplinary Division Rules
The Disciplinary Division adheres to a rigid set of rules that are essentially a code of conduct as well as ethical code.
  1. Division members have full authority to use magic on school grounds if they are to prevent a conflict or in self-defense. Non-lethal force is always permitted in the name of safety for self, students, guests and the academy as a whole.
  2. Lethal force is authorized only if someone is using offensive spell, ability, melee or ranged weaponry, etc. against another student, faculty, or guest in an unsanctioned duel/activity and only if it can cause grievous or potentially mortal harm.
  3. No fraternization amongst DC members who have positions of authority over each other.This is to prevent favoritism, unqualified promotions, and conflicts of interest. The Captains and below can fraternize with members in other sectors, provided they are of equal rank. The Commander and the Major cannot fraternize with any DD members.
  4. To compensate their potential lack of attendance for class due to studies, the Division members are required to sign up for the flex classes. These unique class schedules are flexible. If the member is on duty during the day, they go to a night class. If they are on duty at night, they must attend a day class
  5. Members may not partake in any substances are deemed illegal. Any legal substance that has judgement impairing effects must be used while off duty. This is one of the few rules that is grounds for immediate dismissal from the Division as well as loss in rank without proceedings.

Any Violation of the rules is an immediate disciplinary proceeding conducted by the Major or Commander. If it is the Major or Commander, their disciplinary proceeding is conducted by the President of the Student Council. If found guilty, Captain rank and below can be stripped of their DD rank and lose one or two ranks on the MPR scale, they can earn their way back up if they pass a community service and probation period.
If the Commander or Major held to a much higher standard. If are found guilty, they can be stripped of their DD rank and immediately reduced to D or C class on the MPR scale until they graduate. The harshness of punishment is determined by the one leading the disciplinary proceeding.
All members who break the rules are given a maximum of two strikes before they are forced to be given the maximum punishment. This is to allow some wiggle room, these are students after all, and prevent an accident or simple one time mistake from ruining their careers.
