Pacifica
It was supposed to be a coastal retreat filled with tourist attractions, amusement parks and white sand beaches. That is before the corporations looking to make this dream a reality, pulled their funding during economic hardships. Nomads and Haitians, who had escaped flooding in Haiti, were recruited to build up the infrastructure as a cheap labour force. The Unification War of 2069 halted those plans, and left thousands without work and a place to go.

A Creole community lead by a gang called the Voodooboys, a group of techno-mystical netrunners, unified the locals and set up their operations in Pacifica as their self appointed protectors. In 2070 when the Unification War ended, the corporations tried to reignite the dream of a tourist mecca, but were met with resistance from the locales and the Voodooboys who had claimed Pacifica as theirs.

The NCPD was called in, and riots broke out, leading to the inevitable ceasefire from law enforcement as the resources spent at a mere potential was deemed not worth it. City Council shut down all services to force them to leave, but the Voodoobys persevered.

Coastview
The northern part of Pacifica, bordering West Wind Estate and the inaccessible Combat Zone. The Voodoo Boys are most powerful in this district, particularly in the area of the market, Batty's Hotel and Pacifica Serenity Bible Church. The gang's hold weakens once you reach the Grand Imperial Mall, homeless encampments and the old ferris wheel.

West Wind Estate
The southernmost part of Pacifica, West Wind Estate is also the district's most neglected region. Cut off from the rest of the city by the Combat Zone and Coastview, the area is weakly held by the Voodoo Boys (you can find them by Las Palapas Motel), while scavengers are a common sight.
