The Secretariat:

The United Nations is one of the Multiverse's largest and most well-known Multiversal peace organizations. It is used to help those in need, and keep the multiverse organized and peaceful. It maintains large multiversal operations, and assists its citizens in times of need or strife.

The United Nations has millions of workers throughout the multiverse, making sure everything works as it should, and to provide aid and peace to its citizens. Those who wear a light blue UN patch are identified as some of the noblest in the Multiverse, giving their time and effort to make sure that the Multiverse is secure.

Guided by the hands of Secretary-Generals Robin Aquilus and Akane Tsunemori, their job is to pick up the pieces left by ODMA, to keep peace around the Multiverse, and to make sure UN Operations throughout the Multiverse are unhindered. Secretariat agents assist the various UN Departments, making sure everything runs smoothly and efficiently. Peacekeepers deliver aid and assist other forces out in the field. The various Security Council and General Assembly members deliberate and debate on Multiversal affairs. It's a well-oiled machine, making sure every function is performed, every task done.

This is their story. This is the Secretariat.​
 
The sun was rising over the horizon, bringing light and warmth to the multiverse's United Nations. A young man, dressed in a red-and-white coat with a blue emblem over his right breast, hopped down the steps of the Secretariat building one by one. In his hands was a cardboard box and on his face was an eager smile.

As he reached the final step and the UN Plaza, he hoped to find a spot where not too many people would be bustling about and he could find some space to himself. All he required was a diameter of a couple meters at most, just to be safe. He didn't wish to take up too much of anyone's time, space or resources, as he knew everyone in the UN worked hard.

He found himself a small clear spot where few people would be passing through and he would be not too much of a nuisance. He also made sure that he was fairly close to the Secretariat building so that he could be at Robin's side in minutes if s situation arose where he was needed. To prepare his little space, he set down the little cardboard box. The cardboard box had one of its faces written on with orange ink. The box read,

"TRAINING IN PROGRESS.
PLEASE BE RESPECTFUL AND CAREFUL.
IF I MUST MOVE, THEN SIMPLY ASK."


The man took a few steps away from his box and sat down with his legs crossed and his eyes closed. He pulled the necklace he was wearing out from beneath his shirt. The necklace was a golden heart-shaped locket with the design of a keyhole in the center and once he held the locket in his hand it began shining with a strange, rosy aura. The aura disappeared, and in response the man opened his eyes.

He spoke into the air, despite there being no recipient of his words in sight, "You know, Oracle, you shouldn't have to hide yourself anymore. This is a place that knows about the multiverse. This is a world where concepts like magic and artifical intelligence are both commonplace! You've spent so much of your life trapped and hidden. Why not show yourself to everyone?"

The rosy aura shimmered once more, this time in the air, two feet above the ground and one foot in front of the man. From the sparkling light was revealed a small fairy, which appeared to be made of the pink energy. She hovered for a moment and squeaked out a playful response, "It's fun to make people think you're talking to yourself, Mason, but you're right. I do enjoy a sense of freedom." The fairy, Oracle, does loop-de-loops and figure eights in the air, expressing her sense of freedom, before resting on top of the cardboard box and beginning the lesson.

This man who sat across from the fairy was Mason Moretti, the newly appointed aide to UN Secretary-General Robin Aquilus. Although he had shown himself capable of great feats during the incident known as the Coalition Civil War, at this point, he struggled...

...with pretty much anything involving his powers.

"Alright, Trav," Oracle said, using a nickname Mason had picked uo on previous adventures, "we are going to make a sphere out of aura today, alright? I'm sure you can do it! I'm confident in you!"

"And maybe then I can make something more useful like a sword?" Mason asked with his voice full of hope.

"Well, let's just focus on a sphere for now."

Mason closed his eyes and focused his energy. In his mind, everything that bustled throughout the UN Plaza suddenly became silenced. Light began to crackle at his fingertips and his locket began to glow with his unique lavender aura. The aura spread from his chest, along his veins and to his fingertips. He placed his hands close together and the energy began forming into a circle. A shining hope glowed in Oracle's eyes.

Whether or not Mason would succeed would be made or broken by the reactions and support of passers-by in the UN Plaza.​
 
Dear Sister

How's the hunt for Tachibana going?

It's pretty fortunate how weirdly and conveniently time flows in our world. Well, the old 'bana's mom and dad are kind of on a business trip, and I'm uh... doing something very dishonourable. But I kind of have to because Tachibana's an honest girl, and I can't have her go tell her school that she is or will be away for a while because she landed in Wonderland. Hmmm... Arisu... Wonderland... you see what I did there?

Sorry for the one-off joke if you aren't in the mood. I figured you two would make up by now. Don't fret so hard. Ms Kusakabe and I are managing your Project and my Project pretty well, on top of me filling for you in the UN Secretariat. You owe me Berseria for PS4.

Just kidding, I got that already. If there's anything you need help with, just message me back, OK?

Oh, my the way, the girls have a little something attached to this fine paper letter. Make sure you read it. Even Mirei attached a little something too. That was honestly unexpected if you ask me.

"I didn't even know that method of delivery was even possible. Though... maybe I should've used email instead of physical paper letters. She did bring her phone after all," a young man utters to himself as he walks through the crowds of the UN Plaza, towards UN Headquarters.

The young man was signified by a height most petite and vocals most feminine, and a business suit that seemed two sizes too large for someone his frame.

The young man had someone new to meet, someone who joined the Secretariat very, very, recently, but who was this someone?

While he walked, he saw a sign.

"TRAINING IN PROGRESS.PLEASE BE RESPECTFUL AND CAREFUL.IF I MUST MOVE, THEN SIMPLY ASK."

"Well, I am rather early, guess I'll check it out," distracted, the youthful man, out of curiousity, decides to spectate the scene while waiting for the aforementioned 'someone' to arrive.

"Yup, it's Mason," the young man says, implying that he had figured out who was behind the light display before looking carefully, "when did he get the fairy though? Maybe he's a magical girl like that old 7753*."

This young man simply spectates the occurence, waiting for something spectacular to happen.

He did have a few minutes to spare, after all.

Uno

Not everyone arriving at the UN Headquarters was happy to do so. In fact, one man was rather upset by the whole thing.

"Jeez, Hajime, why not give me a giant wooden sign saying 'Convict'?! It would be less subtle than this!" Uno, aka Prisoner 11 of the notorious Nanba Prison, waved the little dogtag in the guard's unamused face, only to have his wrist caught in a vicegrip. "Yeowtch!!"

"Shut it, Number 11." Hajime Sugoroku let go of Uno's wrist, and Uno shook his hand as he hissed in pain. "Just because this is the last day I have to put up with you doesn't mean you can cause me asmuch grief as possible."

"But-!"

"But nothing! You're here on a new program, and everyone needs to know that. That way, you can't try anything." Considering how many times Uno had tried to run away from prison, they both knew he was capable of causing trouble. Hajime sighed. "It's a mystery why the warden chose my building for this, but you're here on her good graces. Remember that."

"Bullshit!" It was too much. Being dragged out of his cell, away from his friends, forced to work for some group he knew nothing about?! Hajime wasn't going to hear the end of this!! "You just want to get rid of me, you bastard! Well, guess what? Once you leave I'm just gonna take off! I'll start a damn international gambling ring, and you'll get humiliated for enabling it all! And I'll get Jyugo, and Rock, and Nico, and you'll be all alone back in your empty prison, you stupid gorilla! What an idiot, letting me out on my own! A high profile criminal, I can...I...I aye aye..."

For once, Uno's obsession with women was a virtue. He stood, jaw dropped, as he saw for the first time in a long time a girl. One his age. Not in a magazine. And she was looking right at him.

"Pardon me...I'm looking for someone named Kido? He's supposed to show me around here. It's my first day, and-"

"Look no further~!" Uno happily jumped in front of the girl, giving her a dazzling smile. "I've waited too long for you, my dear. Your Kido is he-eeeeeeee!!!!"

A sharp pull on his long hair cut Uno off, and Hajime looked to the young lady, trying to be...less intimidating than usual. "He's lying. His name's Uno."

"Damn you...Hajime...!" Uno spoke through clenched teeth.

The girl frowned. "...oh. Well if you'll excuse me, I need to find this Kido person.."

"W-Wait!" Uno slipped out of Hajime's grasp, rubbing his scalp. "I can help you find Kido, at least! I owe you that much, for tricking you like that."

"..." The girl studied him, dubious. "...all right."

"Yes!" Uno offered his arm to her. "The name's Uno," he said merrily, and he lit up even more as she took his arm (albeit with hesitation).

"My name is Umi Sonoda."

"Umi! That's a beautiful name!"

As the two walked away, Hajime sighed and took out a cigarette, walking away from the building.

Uno was the UN's problem now.​
 
Umi da

"Wow, Umi! A job at the United Nations?! How cool!!"

"Kotori's always known you would do something so cool! Did Eli set you up?"

"Eli doesn't have UN connections," Umi told her friends as she shook her head. She was giving Honoka and Kotori the news now, before leaving for the job. "No, I was looking for internships over the summer, and found this."

"Woah! So cool!!" Honoka was practically bouncing with excitement. "But wait...you won't be around much, huh?"

"...no. I won't. But I'll write all the time, and visit too!" Umi gasped as the two of them hugged her, but it wasn't unpleasant. But it was sad too. She'd only get a limited amount of time with these two, then what?


Well, then she would get escorted around the UN by a convict, apparently.

Umi really couldn't think of a more ridiculous way to start this job. She couldn't find this Kido fellow, but found some womanizer instead. At this rate she'd never find Kido... How embarrassing. All she could do now was attempt small talk, to be polite.

"So...Uno, was it? What are you going to be doing here?"

"Huh? Oh, I'm working with this group called the Secretariat! Neat, huh?"

"...oh. What a coincidence. So am I." She still wasn't fully sure how to feel about this guy. Uno seemed nice enough, but that dogtag, and the man with him...something didn't seem entirely trustworthy.

"Really?? Hey, maybe we'll be working together, you and I!"

"Yeah...huh?" Umi stopped walking, noticing a young man making...what was he doing?! Some sort of light illusion?!

"Woah...they have street performers here! How cool!" Uno was totally amazed. "Hey, Umi, wanna watch?"

Well, this didn't seem right, after all, Kido must still be waiting on her! But...it did look kind of cool... She sighed. "Only for a lite while. Then I need to go."

"All right!" The two of them walked over to watch, but Umi suddenly got a chill. Even though she was watching this young man...she couldn't help but feel she was being watched herself. Weird...​
 
The ever roaming wanderer known as Train Heartnet found it a bit odd to settle in at the United Nations. But, then again, he hadn't really fit in well at the Coalition either. He more enjoyed being a bounty hunter, going at his own pace, helping others, and moving from place to place. Being a part of an organization wasn't really his favorite thing to do, but nevertheless he found it necessary to keep his promise to Sven and Eve. He still needed to find Eve, and he still needed to help Sven. He would do whatever it took to help them, even if it meant giving up his complete freedom for a while.

The more he thought about it though, the United Nations wasn't half bad of a place. Their nearby market district was filled with places to buy food or restaurants to eat at. And so long as his belly was full, the ex-assassin was usually content. Other than his friends, his stomach was the one other thing often on his mind. Food was pretty much his one true love.

Speaking of food, Train Heartnet would find himself dreaming about it where he had nodded off in the lobby of the Secretariat's main building while waiting for an audience with Robin.

"Ch-Chicken... fish... oh, and some pork too... hnngh--"

Grumble.

The sweeper shot up suddenly, awoken by the rumbling of his own stomach. "Ugh, I'm so hungry," he groaned, reaching down to rub his belly. "Yo, anyone around here wanna go grab a bite to eat?" he questioned, intent on following his appetite to greener pastures, entirely forgetting he had wanted a chance to speak with Robin.​
 
Toboe woke with a yawn, trudging into the kitchen of his small residence after putting on his pants and shirt. He sighed, deciding to grab a simple breakfast before heading to the UN to begin work. Walking outside he would see Cheza sitting in the lawn, soaking in sunlight for the day. The wolfboy smiled and his friend and bent down to tap her on the shoulder.

"Hey Cheza, ready to head in?" he called with a smile.

Cheza openeed her eyes and looked up at him before patting the top of the boy's head. It took Toboe a while to get used to living in a city that wasn't full of the poor and shunned those like him. And now with Cheza he didn't feel lonely, now if only he could cook....

"This One is ready." she replied, words cutting through the brunettes thoughts. Letting the boy help her to her feet, the two would begin walking side by side, making their way towards the UN building.​
 
Korekiyo

Away from everyone else, far off into the distance, someone was watching. Unless you were looking for someone hidden away in the shadows, he was hard to spot. The only hint you could get as to his existance was the unshakeable feeling of being observed. That, and a quiet but present laugh.

"Kukuku..."

In fact, before he would attend to his duties as aide to the UN's Occult division, Korekiyo Shinguuji couldn't help but to do a bit of fieldwork. As the SHSL Anthropologist, it was his duty to watch over people of all kinds, and here, the hub of the Multiverse, where cultures of all different dimmensions gathered to promote peace and prosperity...these were the most admirable, the most beautiful of people!

So for that reason, Korekiyo watched in silence, eyes fixated on a young man creating some sort of magic with his hands. Shinguuji had always believed in the paranormal, and this was something that filled him with delight...though you could never tell it by looking at him. His mask kept emotions safe.​
 
Toboe stopped walking short of Mason and Kido, sensitive ears picking up on the laugh. His eyes took a sweep over the area around them, a low warning growl errupting from his chest towards the owner of said laugh as his eyes narrowed.

Cheza had moved to stand near Mason but took a glance towards her wolf friend and tilted her head slightly. She didn't speak on it yet though.

"Hello Kido, and Mason." she greeted softly, turning her attention to them.​
 
"..."

So, he had been heard, hm? Korekiyo watched Toboe intently, wondering if he would try anything. Or if the girl with him would respond. Korekiyo had a classmate who was raised by wolves...Gonta, his name was. He couldn't help but wonder what Gonta was up to now.

"Kido?" Umi turned away from Mason to look at Cheza. "Did you say Kido? I'm looking for someone named Kido!"

Uno looked to Umi, then to Cheza. Woah! So many gorgeous girls here in the UN! This was like Heaven!​
 
Winn Schott had nearly slept in today. He had intended too, because he had fallen asleep late last night after talking to Kara and his other friends. However, he woke up to his morning alarm and groaned. And by alarm, he meant the giant blinding light from the plaza. He grabbed a cup of coffee and walked over to the lobby. " Mason certainly know how to wake people up," he said to Train, taking a sip of his coffee.​
 
"Yes, This One did." Cheza replied. Giving Umi a friendly smile.

"I do not know him as well as my friend Toboe does though." she addrd. Speaking of her friend wasn't he just a few steps away from him not even a few seconds ago?

Toboe made his way towards the direction the laugh had come from calmly before suddenly charging forward! Aiming to tackle the owner of the laugh onto the ground, standing above him as a wolf in the blink of an eye.

He snorted, before giving a light growl to Korekiyo. Most would usually mistake him for a dog at first glance, but that didn't bother the other much.​
 
Within his state of focus, Mason had seemed to drawn a crowd. Their voices were downed into meaningless babble and his closed eyes saw nothing of their bodies, yet the focus of his own heart saw their hearts. Surrounding him, he felt seven flames of life. One of them was Oracle, whom he expected. Three of them were familiar and warming, though he could not precisely identify them. Three of them felt strange ans unfamiliar, but one of the strangers seemed to be filled with delight at his performance. Feeling someone's aura of delight gave Mason a spark of confidence and renewed resolve.

With a flash of light and a sound of rushing air, the energy in his hand solidified into a small sphere. Instantly, gravity took hold, plunging the sphere towards the plaza ground. The sphere rang out when it collided with the ground as if it were made of glass, yet it held together by force of will. The sound caused Mason to open his eyes. He observed his success ans exclaimed, "Oracle, I did it! Look at that! I..."

His sentence trailed off as he noticed how startlingly close his Lunar Flower friend had gotten to him. In his surprise, he fell onto his side, away from her. With a rose color chasing to his cheeks, Mason scrambled to his feet and picked up the sphere. He offered it for Cheza to see as he said, "Cheza! Good to see you! When did you get there? Anyway... I know it's not much, but look at this!"

The orb in Mason's hand was a translucent lavender, clear as stained glass but strong as wood. However, in Mason's current case, the wood in question was less of an oak and more of a balsa.

Meanwhile, satisfied with Mason's success, Oracle breathed a sigh of relief. She fluttered her wings and hovered up to one of the friends she had seen Mason make during the Coalition Civil War: Producer Kido. She cleared her throat and spoke, "Kido, is it? No, Mason isn't exactly a magical girl. That's more akin to my previous mistress..."

Oracle put a small, pointed finger to her chin in a thoughtful manner before she continued, "Actually, since he was using my power up until now, he was pretty much a magical girl. I really wish he hadn't made me watch one of those magical girl animes though. In any case... Oh! I have forgotten my manners! Kido, allow me to introduce myself. I am Oracle, guardian of the World's Heart."

She flew close to Kido's ear and whispered, "That's the glowing magic locket that Mason wears which has basically been my prison for the past century or so. Any other questions?"

"Really?" Train questioned the man, reaching up to rub the sleep out of his eyes. "Mason didn't do anything to wake me up. My stomach kinda did," he said, giving his belly a pat. "Speaking of which, I was just about to go out and grab a bite if you wanna come with. Maybe on the way we can see what Mason is up to," he suggested.​
 
Winn Schott- Secretariat Building Lobby- Train

Winn looked over at him. " Bright lights are usually very distracting to me, was staying up late and had some food. Though to be honest, I am kind of hungry. I really miss Kara's pot pies. Oh, I nearly forgot to introduce myself. I'm Winn Schott, in case you didn't know, I also think that would be fine," he replied. He only knew Mason's name because he had learned it after meeting Robin.​
 
"Gah!" There hadn't been much time for Korekiyo to react as Toboe knocked him to the ground. Through his many years of fieldwork, Korekiyo had come into contact with animals-many had a significance to cultures and folklore, after all-but he would be lying if he said this wasn't at least somewhat terrifying.

Even Korekiyo knew how bad this must look. A suspicious fellow in a mask and military uniform, off in the shadows? No wonder he drew attention.

"Easy now, my friend..." He attempted to keep his voice calm, hoping to keep the wolf from anything too dangerous. "I mean no harm to anyone."

Uno stared at the orb in awe, leaning down to look at it. "Woah! You made that yourself? Or is that part of the act?"

Meanwhile Umi would turn to this Kido...and to be honest he surprised her. Small, and dressed rather oddly...this couldn't be right!

"Erm...are you Kido? I'm supposed to meet with you...I'm Umi Sonoda." Maybe this was a mistake? She didn't know...​
 
"This one got here only a few moments ago." she responded before feeling the orb in her hands. A smile formed on her features as she held it.

"This is nice. This one is happy to see you again, Mason." she added.

"Act?" she questioned, head turning to Uno as she looked slightly confused by his words.

Fur on end, Toboe continued to growl lightly as his face grew closer to the other's. Sniffing Korekiyo, he bared his fangs momentarily before getting off of the other. He didn't keep his eyes off the other as he watched him carefully though. He was ready to pounce again if need be.​
 
Mason turned to Uno and answered with a smile. "Yeah, I made this myself! It's like my special power! Using this thing," he said, pointing to his necklace, "I can take a bit of my soul, or 'aura', and turn it into physical stuff!" Mason was revealing a surprising amount to a total stranger, but he felt safe within the UN city and he honestly wanted to brag and show off a little.

In order to test the bounds of reality on the orb, Mason tossed it into the air to himself a couple times, catching it safely. He asked, "Isn't this cool? Here, you try. Catch," without being extremely clear about who he was talking to.

He tossed the orb into the air with the intent of one of his onlookers catching it. Who was supposed to catch it? Who knows? Somebody better catch it.​
 
Korekiyo got up slowly, eyes glued to Toboe uneasily. "...Thank you," he finally said. He stayed on the ground, trying to stay on equal ground with the animal. "I mean what I said, I mean no harm. I am merely observing."Would the creature understand? Korekiyo didn't know, but it was worth a shot.

Uno tried understanding what Mason was saying, but he was a bit distracted by Cheza talking to him. "Well, uh, you know, like a magic trick! Card tricks, pulling rabbits out of the hat..." That's what Mason was doing, right...?

And then the orb went in the air. "I got it!"Uno caught the orb, almost falling over as he did so. But, as he was in the presence of the fairer sex, he immediately straightened up and held it proudly. "What's this thing made of, anyway? Is it one of those fushigi balls?"
 
It seemed that some sort of meeting had ended among higher-ups, and several General Assembly and all 18 Security Council Reps would file out along with their aides. A young aide in particular would go to the two Peacekeepers.

If you knew any Secretariat members, you might recognize her as the aide of Lunafreya Nox Fleuret, Iris Amicitia. "Hey!" She said to the two Peacekeepers. "What's going on?" She asked.​
