yes. I'm not a fan of a world with oversaturated amounts of superpowers like DC and Marvel where there are SOOO many sources of powers and easily gained powers as well. Let's settle for 0.5% of the population.

Maybe this could be the best way to design the world/story. Would you prefer a "always existing" or "unnaturally occurring" powers? One example of always existing would be Harry potter and naturally occurring powers would be something like JoJo where arrows etc give you powers.
