Character development, I don't plan on taking a lot of novice roleplayers, a bond with another character will show. At the end of the day, would it really be a cause of stress and issue if someone prematurely evolves a pokemon? I'm not creating this based purely and solely on the game, taking...

If it can be traced to a part of the anime, the move can be learned and the stats for the move will match the actual move from the game. In this case, your Mightyena would be able to learn shadow ball!

I'm finishing up the map and the structure of how the "pokedex" will work. It will definitely be launched within a week or so as I have that there adult life to lead. The only things missing are the map, pokedex and evolutions.

Evolutions will stay true to the games up until this point. I will have a list of pokemon that evolve by trading (in game) and give them an "alternative" way for them to evolve without the need to trade them while they hold an item or just by trade in general. I.e: In the games Seadra evolves...

I'm sorry I thought you meant like a cap. Pokemon would start at level 15 but lower levels can be caught once in the region.

I do plan on making rangers a thing, as well as breeders. But those are roles I'm tinkering with for now :) But I do plan on having a couple of them around :)!!!

So for leveling I'm going with the latest game mechanics so hitting level 100 is possible but even the Elite 4 stick to about Lvl 80 pokemon. SO with that said, with a lot of work, care and all that you would be able to level up to level 100 but that is a heck-a-lot of work!

If the pokemon evolved prior to arriving to Novac, then that's fine. But in order to have the pokemon evolve into its Alola Form it needs to be in the Alola Islands. The regions are so different that the climates more than likely wouldn't permit for them to evolve into their other form.
