Yes, they can be npc's or if anyone wants to make a character with that position that can happen too. You won't have hundreds of them, perhaps around 8-10

Best to change it, if you wish your character to have a better alternative simply give her a gun or perhaps defensive tool.

Holy moly that is incredibly dark... I love it. Yes that is possible. That child would be limited to only their base abilities but it is possible. It could totally be a apart of the plot, perhaps even a corrupt government move to get ahead of their enemy.
