Second, what would be a succinct motivation for an Eldar to lower themselves to working with humans?

These are fair questions, @ConquerorFox. I can't think of many situations where the Inquisition would willingly barter anything for the service of one Dark Eldar. Craftworld or otherwise (Corsair, Exodite, etc.) would be a different story. If you want, we can work out further details via PM, or I can review your CS when it's done.

Also, no Tyranids because duh.
