L A N D- The Conquest of the Black Earth
The Forces of the First Great Alliance (8), once led the forces of Hyrule, now led by the Forces of Fortuna, engage with the forces of the Dark Rebellion (26), led by the Forces of Mordor.
The Dark Rebellion has reclaimed the Black Earth.

S H I N J U K U
The Phantom's dark cloud shatters the resolve of the Fortunan Knights. Any advantage over the Coloratura that they had once possessed is lost in the foggy haze. The Knights wander into the paths of their foes like lost children.
The Land Forces of the Kingdom of Fortuna:
2-->0

Nero's demonic arm continues to glow in the haze, betraying his location.
"You know, there's 'fighting dirty', and there's 'being a dick'. There's a huge difference between the two."
An orange spark glows in the dark. The groan of turning gears rattles over the humming flames.
"Let me show you. If I wanted to fight dirty, I might do something a like this..."
The severed legs of a handful of Coloraturas are sent spiraling out of the fog. A couple of arms are tossed into the air in a flash of orange.
"Bet you wish you could have seen that one, right? Use your imagination..."
The head of a Coloratura rolls towards the Phantom's feet. It was littered with the kind of injuries neither science nor faith could explain.
"That's dirty fighting for ya. Dickish fighting? Now that's something else..."
The blue light of Nero's right arm started to spread across the battlefield. The light of a single hand now burned behind two dozen eyes.
"Here's the bit part where I say something funny. I make some kind of quip about turning your toys into my toys, but hey. I'd rather my actions spoke for me..."
The gaps in Fortuna's front line slowly sealed up. The spears and shields of the fallen Knights were raised by... Coloraturas.
The Land Forces of Fortuna:
0-->1
The last of the Coloraturas have been possessed by the Anima Mercuries, the artificial souls of the fallen Bianco Angels.

"I was never crazy about using artificial solders, but hey. Every fog-cloud has a silver lining."
The Coloraturas slam their spears against their shields. Nero throws a lazy salute towards the Phantom. 'His' Coloraturas charge forth.
"I still don't know who you are, dip-shit. But you'll know my name. Tell your Boss that Nero's coming for him. Tell him to sleep with one eye open tonight..."

S K A V E N B L I G H T // S T A R C H I L D
"Angry, Stupid, Cocky..." Nero repeats to himself as Zayne damn-near saves his life. "Yeah. That sums it up. I'm about as pissed and arrogant as they come, and I've been told I'm as dumb as a sack of crap, but you know what else I am?" Nero reaches down into his holster. He removes the Blue Rose from its holder, gives it a quick spin, then points it towards the Rodent. "I'm also holding a gun."

With his sword in hone hand and his gun in the other, Nero approaches Zayne's side.

"Thanks for the save, 'General'," The Half-Demon smirks. "Now about about we skewered this rat like we're working for a New York Food Truck..."

Nero spins his gun once again. As soon as the Blue Rose completes its third, swift rotation, he presses down upon her trigger. A quick-shot blazes its way towards the rodent's shoulder. Casting 'gun' isn't technique Nero's pride. It lacked style. But 'Gun' would get the job done. It didn't matter if the bullet pierced the Rat's armor or not. It would prove the Alliance with a momentary distraction... an opening enough for the two swordsmen to charge towards Queek.

C A E M L Y N
"My forces would have been eradicated..." Zelda repeats to herself, refusing to blink. "You speak as if you would have had no part in our 'eradication'. Tell me, your majesty: if you ignorance blissful, or willful? Your army rained thunder and lightning and fire upon my forces. Hundreds of my brothers and sisters died senselessly before your magical artillery. The Dark Rebellion started this war. It's a war of aggression. If your people had fought by our side- on the side of peace and gradual, safe change- they might still be alive. You're a cannot possibly trust you, Nynaeve. You claim that you're not a liar... but you are so clearly lying to yourself."

With her restraints removed, the Queen rolls her wrists freely. She breathes deeply. She listens to the Queen's question. She answers accordingly, not wasting a single second on 'hesitation'.

"I do not 'trust' the Matati entirely. I don't think I trust anybody entirely. Not anymore. This war... its turned neighbor against neighbor. My allegiances do not lie with the Matati personally. I fight for the Alliance because- in spite of everything I have seen- I continue to believe in peace. Wars like this... they won't change the world. They'll only destroy it. Warmongers like Talion will bring ruin to us all."
"Let me ask you a queston, Nynaeve, if your are as honest as you say you are. Do you truly believe that killing the Matati will change the world? What do you think will happen when he's gone? Without a Matati, who will stop Skavenblight or Shinjuku or Mordor from ravaging the continent? A Patchworld without a Matati would be a world of Chaos... a world of death."

"The Matati may not be perfect, but his leadership is the best option we have... for now. There will come a time for change- peaceful change- but the Dark Rebellion will have no part in that change. Crowns are heavy things, aren't they? You and I both know it to be true, and we rule over but a single kingdom each. Can you imagine the burden of ruling over 25 Kingdoms? Can you imagine what that burden might do to someone like Talion? Or someone like you? Or someone like me? Can you imagine what a burned like that would turn us into? Can you truly say that there's a soul on this planet that's truly prepared to wear such a Crown?"

The retreat of the forces of Vesuvia cripples the First Great Alliance further:
The Land Forces of Vesuvia:

For their valiant- yet strategically questionable- decision to engage with so many Rebellion Generals at once, the Land General of the Kingdom of Vesuvia, Vulgora, has been granted the title "The Obstinate Thorn".

"Such spirit...." Talion booms. "Such wasted spirit..."
A cold glow consumes the Bright Lord. He lowers himself down beside the Pinned Bender.
"Know this, General Suki. I could kill you here and now... None would know, and none would blame me for it. But I reserve my blade for true warriors... and you?" Talion places his hand upon Suki's cheek. His touch is both warm and cold. "You're nothing more than a messenger now. When you meet your King again, in some infirmary for the mad and forsaken, be sure to pass on this message... A message from the Lord you refused to kneel before..."

"SUFFER ME NOW!"
Pain.
There's no other way to describe it.
Pain floods Suki's system.
It's the pain of madness and sorrow. The pain of sadness and suffering. The pain of grief and regret. It burns within her like a dark fire. Like burst from ever pore and every crease upon her face. Talion tightens his hold over her face. He reinforce his grip with a second hand. Winds howls. Mountains tremble

"SUFFER ME NOW, KING OF FIRE AND FURY! YOU CAME HER IN SEARCH OF SOME WEAK REBELS, AND INSTEAD YOU HAVE FOUND THE UNASSAILABLE ARMIES OF MORDOR! REMEMBER THE SHAME YOU FEEL TODAY! REVEL WHILST YOU CAN, FOR YOU SHALL BE FEELING IT AGAIN SOON ENOUGH! MY FLAG WILL FLY OVER YOUR KINGDOM, ZUKO! AND WHEN IT DOES, THOSE WHO LANGUISH UNDER YOUR FEEBLE LEADERSHIP SHALL FINALLY TASTE THE FRUITS OF GREATNESS THAT YOU HAVE LONG DENIED THEM! YOU WILL SUFFER AS I HAVE SUFFERED! AS SUKI NOW SUFFERS! YOU SHALL BURN UPON A PYRE OF YOUR OWN DESIGN! SO DECREES CELEBRIMBOR! SO DECREES THE BRIGHT LORD!"

Talion removes his hand from the Bender's face. The winds have stopped weeping, but the memory of that endless, agonizing moment remains. It burns as brightly as the blue hand-print that now scars Suki's cheek. Suki's leg has been fixed, but part of her will never be the same. Part of her shall forever remain in Mordor.

The Bright Lord kicks the corpse of Bruz off of Suki. He drags her to her feet by the scruff of her robes and pushes her in the direction of the coast.
"RUN!" He demands. "RUN BACK TO YOUR MASTER, MESSENGER-GENERAL! TELL HIM OF ALL THAT HAS TRANSPIRED HERE TODAY! TELL HIM EVERYTHING!"

The Land Forces of the Fire Nation:

The Last of the Fire Nation's forces have been banished by the Bright Lord. The Land Army of the Fire Nation has been defeated.

Oh, bloody hell...some people just didn't know when to quit. While the rest of the Asha'man were saving their strength for a potential help to support either navy or air, Mat still had two pretty fresh soldiers next to him. "Soldiers, on me!" Mat and the small contingent of soldiers charged towards the two attacking the rat. One of Asha'man weaved fire towards Nero while the other weaved Earth to send out a spike of earth towards Zayne. From what Mat had seen the white-haired guy was the bigger problem in the equation. Hopefully, they'd retreat when they see reinforcement arrive...but Mat was ready to do what must be done.

Nynaeve said nothing as she listened to what Zelda had to say. Once Queen of Hyrule finished Nynaeve started. "Of course there are casualties in war. I'm sure your men were perfectly eager to fight my soldiers to the death as well. Let's not act like that is something uncommon in war. As for who started this war...men are quite predictable creatures aren't they? They strive to achieve the usual things. Powering usually being the most important one in that equation."

She stood firmly in place as she continued. "If you believe that with the actors we have in this kingdom that, as you say, a slow peace would come then I have to say that you are the one lying to yourself. Or does your peace involve getting rid of the malcontents before the more civilized kingdoms are left standing?" As she spoke a few servants arrived with two chairs and a small table where they poured up a cup of tea for two. Nynaeve motioned Zelda to sit as she went on. "As for the Matati...I did not side against him because I want him dead. God or not I don't believe he can speak after death. This," Nynaeve motioned around her. "This is a lie. A fallacy. A gilded cage from where he can look down on us. We were supposedly rescued from oblivion. The question is why? Who were the attackers that destroyed our worlds? And why choose us? Why choose giant murderous rats? If peace is what he sought then the Matati failed the moment he brought us here. The fact is clear. We are not equals. We're his pets."

Nynaeve had managed to keep her cool exterior but the mention of one kingdom ruling all made her let out a noise that almost sounded like a snort. "If you think that is my goal then you have clearly lost the plot. The fact of the matter is that Caemlyn could have fallen on either side of this rebellion, but I didn't trust anyone else for the mission on the rebellion, but I trust a member of the Alliance to be truthful and willing to do everything to try and find the truth. I believe that Matati has been deceitful and brought us to this place under false pretenses. Be it to keep us as a docile flock to fawn over him or as entertainment and distraction as he watches us tear ourselves apart. I said earlier that man is predictable, a God on the other hand brings with it too many questions that no one can answer. Even so, or even because of that, I believe Talion's rebellion is not all that it seems and I'm going to figure out what it is. As it stands I can not figure out Matati's actions," Nynaeve motioned towards Zelda. "That's where I hope you will come in. We work together to figure out this situation and find the truth of it all. A truth that might perhaps save us all. Sound reasonable?"

"Berserker."

A voice cut through to where the Phantom stood, as the wraith stared down his own creations turned on him. A new presence had joined the battlefield, one that sent a chill to all gathered near that still breathed. The voice spoke again, calm yet firm, as if a father were speaking to his child. "Berserker. It's time to withdraw."

Phantom looked around him wildly. "What? But Raoul, he--"

"Do not worry about Raoul, or Christine. We will handle them both, my boy. But our work in this war is done. Come along, now."

"......." Giving Nero one final death glare, the Phantom withdrew, and just like that the battlefield reverted back to its usual state, as if his ghastly orchestra hall had never existed.

But the Fortuna general was not spared just yet. As the Asha'man fire made its way towards him, the voice was suddenly at his ear. "It would do you well to not be so cocky, boy. If you wish to come for me in my sleep, you must survive until sundown first."

And just like that, he too was gone, leaving Nero with a pillar of flame to deal with oncoming fast.

The Rats of Skavenblight shatter the Earth behind the retreating forces. But they don't find any vulnerable ankles or trembling refugees. Instead, a single figure stands between them and their prey. The elegantly dressed stranger draws he sword. His eyes thin beneath his mask. The Matati slowly approaches the Rats.
"I wish I could say I was disappointing..." He tuts. "I wish I could say that I didn't see it coming... But Rats will be Rats..." The Earth around the rodents started to tremble and quiver.

"I swore to myself that I would never raise my hands against my children... but for filthy like you, I might have to make an exception. Mordor is yours, scum. You can observe you prize from across the seas..."

The rocks at the Rodents' feet opens up like a pair of great, dark jaws. In a single bite, the Matati's foes are swallowed hole.
"Return to the Earth that birthed you, Rats of Skavenblight. Take your trinkets with you. Steal the silver of the Fallen if you must... but those who run? Those who hide and flee? They remain under my protection... for now..."

The Land Forces of Skavenblight:

The Land Forces of Skavenblight have been forcibly transported to the Kingdom of Skavenblight by the Matati.

The Earth around the dwindling forces of the First Great was chewed and torn by the agents of Caemlyn. An army of Rodents erases all hope of escape. An army of Orcs and Brutes prevents them from advancing further.

The Alliance is forced to accept one simply truth-- the Battle for the Black Earth is over. Mordor belongs to the Bright Lord.

"A'right..." Nero sighs, returning his weapon to his shoulder. "Looks like we've been got. What odds are we facing now? 5 against 1?"

"Numbers are not the source of your defeat, General." The Bright Lord forces his way through the crowd. "You have lost because you are wrong! You have lost because the people of Patchworld have at last woken up to the evils of their Immortal King! Watch as your neighbors flock to my side- the right side- and stand against the Matati! Do you understand now, General? The people of Patchworld reject the rule of the Matati! And those who still suckle at his teat?"

"We stand amidst their corpses!" The Bright Lord roars with a dozen voices. "You came here seeking death! You came here seeking destruction! And yet the only suffering you shall find in Mordor is your own!"
The Orcs and Brute scream and cheer.
"Return to your Kings! Return to your Masters! Tell them that Mordor belongs to the Bright Lord! Tell them that Mordor belongs to the Bright Rebellion! Tell that that soon they shall too!" Taltion raises his hand skyward. A ghostly glaive extends from his palm. With a triumphant cry, he plunges its blade into the Black Earth

He's past the point of caring. So long as he attack connects, he doesn't care who he's hurting. He swings his sword to the side. He slices deep into Zuko's shoulder. He catches Asra's wrist. He pulls him across his body and pushes him into the mast. A good hit. A cheap hit. He can't keep it up. He can't---

CHAPTER ONE:
W H E N - I N - R O M E

League Chapter
Earth.
Sea.
Sky.
The Three Pillars of any stable kingdom.
Following the Black Battles, Mordor has lost control over its ports and skies.
The Bright Lord's Capital, Minas Morgul, endures an endless aerial bombardment at the hands of Kingdom of Fortuna, who have taken it upon themselves to ensure the Black Heavens remain Drake-Free.
Following the defeat of the Brotherhood's Navy, the Kingdom of Plasma has locked down the Black Ports. A blockade of Plasma Vessels strike down any ship that approaches the Bright Lord's Kingdom, regardless of where they're sailing from.
The Matati's loyalists wish to starve out the Rebels... a task which has proven to be more difficult than they once believed.
The Dark Rebellion's Armies remain strong, and Minas Morgul still stands. Mordor's allies and neighbors in the Kingdom of the Brotherhood have been feeding them resources for weeks. Unaffected by the Plasma Blockade- which only guards Mordor's ports- the Brotherhood reinforces the Dark Kingdom. Kingdom Cold has wishes to do the same.

With the War in Mordor 'officially' at an end, the First Great Alliance has disbanded. After observing the death and destruction that followed the First Crusade, the Matati has called off his blood-feud with Talion. The Bright Lord refuses to relent. Although he too has disbanded his army-the Dark Rebellion- he continues to work with his old allies to undermine the Matati. He has covertly stoked the fires of a number of smaller conflicts across Patchworld. Once he has crippled his prey, he plots to reform his Rebellion and march on the Capital once again.

The Matati has called for a League of Nations to form and discuss the affairs of Patchworld.
All are welcome to come. All are welcome to speak their minds.
Even King Talion has been invited... though he has opted to not attend.

The 3 Sacred Rules of the Convention:
1) Any and all souls can come to speak their minds. No opinion trumps another soul's right to be heard.
2) All Rules are required to attend. Only one General may attend at any given time. The General must stand beside the Ruler's throne at all times. Bringing two Generals will be considered an act of intimidation.
3) Any acts of violence within the Capital Kingdom are forbidden. Punishments will be swift and dramatic.
Obey these laws. They exist for your own safety.

The Capital Territory:
Sarabi Ki looks down upon his father's Kingdom. The Capital Territory is beautiful this time of years. From its lush forests to it stunning cliff faces, its enough to make the jaws of even the most seasoned travelers hit the floor. The Matati's second son sees the Capital every day. He once feared that he would take such sights might lose their appeal after a while. He feared that even the glorious waterfall he bathed in would one day become 'just another part of the scenery'. But as he waits for the Kings of the Realms to arrive, it dawns on him.
It's just as beautiful as it was the first time he looked upon it. He can't help put marvel at it. He looks upon all things with the eyes of a child.
View attachment 8347
The League of Kingdoms cannot say the same.
Sarrabi turns on the spot. The spirit is drains from his face as his eyes meet those of the Rulers of the Realms, each sitting upon large, stone thrones. He chooses to remain standing.
"The War in Mordor is at an end." He states matter-of-fact-ly. "The Dark Kingdom remains under-siege by the forces of Plasma and Fortuna. The Fortunan Bombings and the Plasma Sea Blockade were conceived by Supreme General Credo, Defender of the Faith, and General Ghetsis the spearhead respectively. The Matati has does not endorse their actions. After witnessing the death and destruction caused by his Crusade, he has been... well. I'll say this much. He won't be joining us today."
"A League of Nations session without the Matati?" Credo raises and eyebrow. He leans forward from his throne. "Unheard of..."
"We're living in unusual times, Supreme General." Sarrabi responds bluntly. "You would be wise to anticipate many changes in the coming weeks. The status quo is... well, as dead as Talion's Olog General."
"Perhaps so..." Credo leans back. He runs the back of his glove along his chin. "But in his absence, who shall adjudicate? Who will settle the disputes between Kingdoms?"
Sarrabi falls silent for a minute. He breathes in deeply and sighs.
"My older brother, Lugal Kura, will be dealing with the Matati's day-to-day business whilst my father recovers."
"Why isn't he here, then?"
"Because the Matati believes that you're old enough and ugly enough to solve your own problems, Credo." Sarrabi responds with a little more aggression than he intended. "Though I doubt many of the Kings present would acknowledge his verdicts, even if he was here to make them. My father is... an unusual man. He considers himself a pacifist. A poet. He's wondering if he is fit to rule in this changing world..."
"I can answer that one for him..." Cold mutters to himself.
"His absence today is a test. A test to see if you can survive without him. More information regarding the Matati and his changing role will be released in the coming days. I assure you, Your Majesties, you will know everything as soon as I do."
The room falls silent for a moment. The only sound bubbles from the waterfall bellow.
"Now... onto today's business. I understand that it might be strange to be sitting beside the men and women you were trying to kill a few days ago. I also understand that you are all mature enough to remember the rules of this council. I won't tolerate any violence here. Not from anyone, no matter how important they may consider themselves. With the Alliance and the Rebellion disbanded for the time being, I'm sure that you can all pretend that you like each other for the time being. Am I wrong?"
Silence.
"Good. Now, some of you have written ahead with some topics that you wish to discuss. I have received several letters regarding the Pirate Problem..." Sarrabi picks a stack of papers up off of the table in the heart of the circle of thrones. He quickly shuffles through them. "I have also received a proposition to extend the Plasma Blockade to cut off the Kingdom of the Brotherhood in addition to the Kingdom of Mordor... and a proposition to form as Second Alliance- one with a standing military- in anticipation of another rebellion. If anyone else has an issue that they would like to discuss, please. Step forward and state your case. Whether its a threat, a proposition or a plea, we'll all listen. You all have the floor..."

Letters from Your Advisors:
When you arrived at the Capital, you found a letter waiting upon your throne.
B R I T A N N I A
To the Warrior-Philanthropist of Britannia,
Although the War in Mordor did not end the way we might have hoped, the feats you and your generals performed were nothing short of legendary. Your people have taken note. You are beloved by all. More children are being named in your honor with each passing day.
You must be proud.
Tragically, the citizens in the north of your kingdom are better off than those in the south. The Pirate Problem has shaken our Kingdom to its core. Our ports are being raided day in and out. Merchants are dying. More importantly, their losing their wares. The decrease in trade is affecting our economy. Some of our merchants are turning towards Mercenaries from Colorado for protection. Needless to say, this could backfire horribly. The Kingdom of Colorado is not known for its fair deals. Those who cannot bay off they debts are generally forced to clean the slate by selling their land to Armstrong. Others are tricked into listing their land as collateral.
Through barely legal means, the Kingdom of Colorado wishes to undermine your rule and buy out your Kingdom from under your feets.
I see two solutions.
1) Solve the Pirate Problem. Many of our neighbor are equally plagued by the Rogue Nation.
2) Solve the World Marshall problem. The Kingdom of Colorado is not popular on the global stage. You could turn find some allies in the other nations Armstrong seeks to push around.

War is an easy solution to a complex problem. If you are wise, you can avoid open conflict.
Then again, actions seem to speak louder than words these days. Do what you believe to be right.

Grace be with you,

The National Advisor to the Kingdom of Britannia, on behalf of the people of Britannia.
C A E M L Y N
To the Queen of Caemlyn,

You highness, the situation surrounding our Nation's northernmost point has worsened considerably. As you are aware, the Kingdom of Caemlyn borders Hoshido, the Kingdom of the White Dragon. It's strange to think that we once counted Hoshido's Royal Family among our closet allies. Its funny how quickly things change. Our decision to fight alongside the Rebels has completely transformed Hoshido's opinion of us. We are no longer their neighbors and brothers. They now see us as a rogue element, a ticking time bomb and a threat. They've stopped trading with us. They have barred out citizens from crossing their borders. Most critically, however, they have decided not to reject their claim over the Great Northern Point.

The Great Northern point may seem like a meaningless patch of land along the Hoshido-Caemlyn border, but I assure you, it is strategically invaluable. If Hoshido claims the Great Northern Point, their ability to launch a successful naval attack on our Kingdom would improve dramatically. They would be able to launch vessels into our Channel and ravage our coast before we could scramble together an effective counter attack.

If we allow Hoshido to cement its hold over the Great Northern Point, then we might as well hand the rest of our country over to King Shiro too. The enemy has already claimed half the Point. We need to convince King Shiro's associates to withdraw. Perhaps a threat of war could do the trick. The Kingdom of Gindra might prove to be invaluable allies, should you chose to move against Shiro. Our war-bonded brothers in the Kingdom of the Brotherhood would happily assist us if we vote against in their favor in the Brotherhood Debate.

Or maybe a well worded bribe might cause them to back down? Speak to Shiro's representative, I implore you. He may be more reasonable in person.

Grace be with you,
The National Advisor to the Kingdom of Caemlyn, on behalf of the people of Caemlyn.
F I R E N A T I O N
Your Highness, King Zuko the Sea Leaper,
I come bearing good news! The feats you performed in the First Crusade have earned us the respect of the Kingdom of Plasma! Previously, General Ghetsis had demanded that we release all of the Rhinos and Lizards in our military, lest he declare war. However, as of this morning, the Good General has withdrawn his ultimatum. We are now free to do whatever we chose with out mounted units, thanks to your valiant defense of the Plasma Frigate. The Kingdom of Plasma still disproves of us keeping our animals in cages, but they're searching for different avenues for change.
I've been keeping my ears pricked, and I've heard a rumor or two. Some say that King N wishes to offer us an Alliance outside of the Matati Pact. Such an alliance could assure the Fire Nation's safety against any mainland threats. Glory to the Matati! Glory to N! Glory to you two, Zuko. Your people love you!

For now, all is well. Grace be with you!,
The National Advisor to the Fire Nation, on behalf of the people of the Fire Nation.
M A N H A T T A N
Your Highness,
I come bearing troubling news. No, trouble doesn't quite capture how dire our situation is. A member of your inner circle has leaked some troubling information to the public. We do not know which member of your court released this information. All we know is that someone has been going around the city whispering about... well...

Your Nightmares.
Ever since you were exposed to the Nazgul's Black Breath, you have been unable to sleep, apparently. The people are worried as to what this might be doing to your ability to rule. You believe you to be unfit. Perhaps appointing a Regent Queen to rule in your place might put these fears to rest? Then again, the other Rulers of the Realms might see the appointing of a Regent to be an act of weakness. The decision is yours and yours alone, you highness. I pray that you make a wise decision....

We need your wisdom, now more than ever. The Kingdom of Manhattan sits unnervingly close to the Kingdom of Mordor. All that stands between us and the Dark Kingdom is the Kingdom of the Brotherhood and a small Channel. The presence of the Plasma Blockade is scaring traders away from our shores. If the Blockade is extended, our economy would suffer greatly.

If the Matati's allies continue to anger King Talion, he may place us in his cross-hairs.
We should start looking for allies. Whether we find said allies in the Nations that stood with the Alliance or the Matati... well... that's up to you.
Sincerely,
The National Advisor to the Kingdom of Manhattan, on behalf of the people of Manhattan.
M A I N F R A M E
Your Highness,
Pirates.
Pirates, Pirates, Pirates.
They're ravaging our shores. The intolerable bastards must be dealt with. They have started kicked off a deadly cycle.
Merchant ships enter our waters looking to trade with us and our local neighbors.
The Pirates catch sight of them. They launch a guerrilla attack on the merchant ships, robbing them blind then sending them off to Davy Jone's Locker.
The merchants- already out of pocket following the robberies- now have to buy new ships and stock them up with more inventory. To try to minimize their loses, the merchants are trying to transport as much as they can in as few ships as possible.
The Pirates attack these new, overloaded cash-cows. The Pirates get twice as rich with half the effort.
Our merchants are losing their minds. Some are packing up their wares and heading to greener pastures. Others are turning towards Colorado's mercenaries for protection. Needless to say, Armstrong isn't known for his fair business dealings. He charges our merchants crippling prices for their services. He charges them 'premiums' for the simplest services. When the merchants run out of money, he forces them to hand over their land to settle their debts. Others are tricked into signing over their property as collateral. This barely-legal strategy is allowing the Kingdom of Colorado to 'buy-out' chunks of your country from under your nose. He has already 'claimed' our Western Coast.
Obviously, we cannot let this stand.
If our merchants continue to pack up their stalls, our economy will continue to suffer. If Armstrong continues to 'buy' parts of our country, our influence will decrease dramatically. Our people will suffer under Colorado's rule. As long as the wheels of Armstrong's economy keeps turning, he doesn't care who he hurts or offends.
We must solve the Pirate Problem as quickly as we can. We must put Armstrong in his place. The League of Nations is the perfect place to accomplish both tasks. Both the Pirates and the Mercenaries are deeply unpopular. We could find some like minded allies on the debating floor...
Sincerely,
The National Advisor to the Kingdom of Mainframe, on behalf of the people of Mainframe.
M I D G A R
Your Highness,
Midgar is the place to be.
There. I've said it.
I never thought I'd say those words, but now I have.
Our neighbors lost their lives fighting in a God-Forsaken battle in a distant Kingdoms. But us? We remain uninjured. Our armies remain in peak, fighting condition. We are safe. We are secure. Things are going good.

There is just one slight problem...

Things are going a little too well.
Our population keeps on growing and growing and growing. We're able to sustain our current population, but if it swells further, we could have a population crisis on our hands. Cramped, hungry, desperate people are rarely happy with their leadership. Unless we find some more living-space soon, we could have a revolution on our hands.
Kings are rarely willing to give up their land to strangers. If we want to win ourselves some more territory, we'll have to use our heads. We'll have to bribe our fellow kings with food, alliances, military support... whatever it takes for them to hand over a kilometre or two.
Alternatively, the fires of war are glowing across the 25 Realms. If we stoke them, we could start a war. Now, Kings are slowly to share their land, but they can't say no to our demands if they're dead.
If we join we could take advantage of the Pirate Crisis. If we push the other Kingdoms to move against the Outlaws, we could claim their land for ourselves.
The decision is yours and yours alone.
Grace be with you,
The National Advisor to the Kingdom of Midgar, on behalf of the people of Midgar.
S A K U R A
You highness,
Our hubris has gotten the best of us. We once believed our navy to be unmatched. We are wrong.
The Pirate Country Fleet rivals even our own. We cannot defeat them alone. They continue to lead guerrilla attacks on our vessels day in and day out. It doesn't matter if they're out at sea or waiting in our docks. The Pirates will find some way to send them to the Locker.
If the threat of these Outlaws wasn't considerable enough, another issue plagues us from the west.
The Covenant. The Kingdom of High Charity wages a war against the Kingdoms of Souls, Shambhala and Fortuna far from our shores. The wishes of the zealots to the West would normally be none of our concern, but recently, our Covenant Neighbors have sent us a series of strongly worded demands. They wish for us to relinquish our claim to their Western Coast. They claim that this territory is rightfully theirs, because it is attached to the mainland. They plan on industrializing their land and using its resources to power their war machine.
We cannot afford to surrender any more land. Our Kingdom is small enough as it is.
Then again, we cannot afford to make enemies of High Charity. Not while the Pirates continue to plague us.
The solution to this problem is yours to decide.
The National Advisor to the Kingdom of Sakura, on behalf of the people of Sakura.
S H I N J U K U
Your Highness,
I present to you an intriguing conundrum.
As you are aware, Shinjuku sits to the West of the of the Northern Uninhabitable. It is represented on the Map of Realms by the large, black realm to the North of the Capital. Once upon a time, this realm was used a place of exile. The enemies of the 25 Realms were sent out into this uninhabitable place die long before War came to Mordor. Nobody has entered or exited this terrible place in some time. The Matati always told us not to step inside its Dark Borders. He always said that anything that tried to leave the Lifeless Place should be killed on sight.
But ever since the War in Mordor... well... it's safe to say that the Matati's word doesn't hold the weight it used to.
It doesn't make any sense for us to languish beside a worthless border. We should make the Northern Uninhabitable ours. We have the resources to make this forsaken place habitable again. If we were to claim the uninhabitable place we would have more living space, more farming space, more training space...
And, if we were to move against the Matati again... well...
Controlling the Uninhabitable wouldn't hurt.

I suggest we form a Exploration Party. It would cost any Kingdoms involved 1 Land Unit... and they would obviously have to commit a general to the Expedition too. But the rewards of such a campaign would make it all worth it. It would difficult journey, but if we complete the trial, we would be rewarded with a golden opportunity and explosion of influence. Its an idea worth sharing with the League.
The Decision is yours and yours alone.
Sincerely,
The National Advisor to the Kingdom of Shinjuku, on behalf of the people of Shinkuku.

Thanquol's letter is barely legible. It was written by an illiterate rodent.
But in his heart of hearts, he knows what his subject intended to write.
The Kingdom of the Brotherood- a Kingdom of Colonials- have claimed the Wester Coast of the Northern Western Continent. They believe that the land would be wasted in the hands of the Skaven. Their influence is gradually extending southward. Unless they are stopped, they will no doubt claim the remainder of the coastline, cutting us off from the sea.
Our troubles don't end there. Our forces tried to attack the retreating Alliance Forces at the end of the War in Mordor. Needless to say, this has ruined our already sullied reputation. Beyond Mordor, we are the most loathed Kingdom on the planet. It wouldn't take much for League to brand us enemies of the Realms. If we step out of line, we could have another war on our hands. Maybe we should start playing nice---
...
--Screw that. Now's a good time to start searching for allies and building war machines.
Voting against the extension of the Plasma Blockade would be a wise decision. Unless we stop them, the Allies of the Matati will sure request that our shores be blockaded too.

Your Highness,
We won the skies of Mordor. We helped contain the Orc of the Black Earth.
For the sacrifices we made, we should be renown as heroes! We should be honored! Praised!
But we are not.
Our nation is still small. Our name is still humble. Our Kingdom is still poor.
We gave so much to the Alliance, and we have received so little in return. If the Alliance were to reform, they would no doubt expect a similar contribution. Our soldiers are feeling used. Their efforts have been overshadowed by those of the Kingdom of Britannia. The citizens of 25 Realms should be naming their children after you, not Lelouch!
But 'respect' must come second to 'survival'. We must secure some more territory. If our armies were to fall in battle, we would no doubt be absorbed into the nearby kingdoms. We need to secure a homeland. We need to build a Kingdom that will go down in history. The Pirate Problem could provide us with an opportunity to build our names and secure some colonies. If we can banish the outlaws from their Rogue 'Kingdom', we would have all the living space we could want. Alternatively, we could try to negotiate with Zuko or King N. In exchange for a large bribe or an alliance, they might be willing to spare us some more land.
We must be careful, however. If they were to sell us some land, they might try to hold it over our heads in the future.
Our next move? That is for you to decide.
Sincerely,
The National Advisor to the Kingdom of Starchild, on behalf of the people of
V E S U V I A
Your Highness,
Foul Mordor still stand to our East. Beside it, the Brotherhood continues to thrive, despite its hand in the Bloody War. We risk undoing all we have accomplished if these warmongers are not suitably punished.
The Plasma Blockade must be extended.
Mordor must be crippled further.
The Formation of a standing Alliance Military would ensure that, in the event of another war, our Orc-Neighbors would think twice before moving against us. Our people are scared, your highness. They will continue to be afraid until Minas Morgul falls. Containing this threat is not enough. We will not be able to sleep soundly until it has been eradicated, and Talion's head has been pierced upon a spike.
Sincerely,
The Concerned People of Vesuvia.
Notable Issues on the Table:
The Brotherhood Debate:
Should the Plasma Blockade extend into the Kingdom of the Brotherhood?
They are among Talion's closest allies, and continue to send food and supplies into Mordor.
Then again, is it fair to punish the people of Massachusetts for Talion's crimes?
Some of the citizens of the 25 Realms believe the Brotherhood and Skavenblight should not have been able to get away with the crimes committed during the War in Mordor. There has been a social push for the allies of the Matati to move against them.
The Pirate Problem:
Should military actions be taken against the unofficial Pirate Kingdom?
Pirates from the Rogue Nation have been sinking merchant ships across the Eastern Coast of the Central Continent.
Lives are being lost and economies are being crippled.
The Kingdom of Colorado has been taking advantage of the situation and has been using it to 'buy' parts of other Kingdoms.
The Illusive Pirate King has suggested that he will stop his attacks if his Kingdom is legitimized.
The Standing Army Issue:
Should a Second Alliance be formed in anticipation of a Second Rebellion?
Forming a Second Alliance in advance would give the allies of the Matati an advantage in the event of another war.
Forming a standing military might escalate tensions between the Capital Territory and Mordor and stoke the flames of war.
Anybody can state additional issues for discussion.

An additional letter was placed upon your throne.
To those who share our cause.

Mordor’s skies have been lost. Her seas have been blockaded. But Minas Morgul stands strong.

The disbanding of the Rebellion is but temporary. I am sure that you have already suspected as much. We cannot afford to waste our collective resources defending my capital. Not while so much is at stake. Let me worry about Minas Morgul. You have your own battle ahead of you.

Our allies in the Brotherhood are at risk of being suffocated by the same blockade that ails my shores. You would be wise to ensure that this does not come to be. Prevent the passing of the Ghetsis’ bill to extend the Bill. Protect our allies.

I believe something of value waits for us in the Northern Unhabitable. I cannot share anything else with you at this time. The contents of this letter are sensitive enough as it is. An expedition into this territory would be wise. Achieve this by any means necessary.

Armstrong still has his uses. Ensure that Colorado does not fall. Any action taken against Colorado is an action taken against the Free Nations of Patchworld. Remind the world of the need for their mercenaries. Protect World Marshall… for now.

Undermine the allies of the Matati. This should go without saying.

The King’s heart bleeds. His hold over the Capital may be weakening, but the structures he has created remain strong. We cannot falter now. We must continue to apply pressure to the Nations of the Old Alliance. In time, another war shall come. When it arrives, we shall be ready.

All is going as planned. All shall be revealed in time.

"If I may," Nadia says, stepping forward, "I wish to speak on behalf of the people of my nation,"
Whether or not the others interrupted, she spoke.
"We sit on the border of Mordor, and even with all my consoling, my people are still scared to go to sleep,"

A concerned look crosses her face, and she lets out a resigned sigh before speaking again.

"My people desire two things, the Plasma Blockade to be extended, and for there to be a unified army against the Rebellion, and as much as I hate to push this agenda towards militarization, I am not a ruler to deny what my people want,"

She holds out her arms, a weak smile on her face as she continues.
"I speak such actions, not as Nadia Satrinava, but as an extension of my people's will. My people, they desire a stranglehold on Mordor, on the rebellion. I see the reasons why nations may want to rebel, and I do not wish to deny those reasons, but the concept of Mordor busting down our walls and slaughtering Vesuvians is a genuine fear in our country. This is the reason why I am in favor of expanding the Plasma Blockade, as well as the formation of a Standing Army. Thank you for listening,"

Lelouch vi Britannia & C.C.

❝ Allow me to make this clear. ❞ Lelouch awaited the opportunity to speak. ❝ I seek no further unnecessary conflict, and the same goes with the general population of Britannia. At most, we shall defend ourselves, and an offensive stance is our last resort. So if matters stand to where we are involved with another war, we shall find ourselves in the ranks of this Standing Army, but for now, we will remain neutral on future conflicts, should it not involve us. That is the will of the citizens of Britannia. ❞

Allowing that statement to sink in, he pressed on with what he wanted to place on the table.

❝ But as we are fully aware, there is only so much a single nation can do by themselves when plagued with relentless raids and pillaging from the south, from those that are a band of pirates calling themselves a country. This brings me to the proposal I have at hand. ❞ The young Britannian emperor brought up attention to the Pirate Problem, making a hand gesture to the side.

ysqkjRr.png

❝ I propose that a new alliance with a different purpose be made! An alliance which intertwines together in order to safeguard each other's back from such invasions and thefts enacted to their lands by the unruly pirates! An alliance that shall be named the Aegis Union, and with it's formation, the Kingdom of Britannia will wholeheartedly take part of. All that take part of this alliance are seen as equals, regardless of the status quo, for there is only one unified goal: to defend and stop the supposed Pirate Country from doing any more harm. That shall be done through collective collaboration, whether it be trade or direct assistance. That is what I propose for those who fall under the same issue at hand, for those who seek to protect allied nations, for those that show good faith to their neighboring nations. That is all I leave open with a welcoming hand in allegiance. ❞

With that, Lelouch stepped back to sit back on the throne reserved for him, the ruler of Britannia. It was a strange notion to send out when there was a clear distinction between those that wanted to prepare a Standing Army and those that had alignments that foreshadowed another rebellion, beckoning for another alliance to be formed. However, it was better than waiting for some miracle to happen.

❝ ... if you have any questions regarding Lelouch's proposal, feel free to ask them and he will do his part to clarify and answer them. ❞ C.C. plainly spoke to ensure that it was fine to clarify some matters of the proposed Aegis Union. The green-haired witch merely stood at his side, not seeming to have any important bearing to weigh on at this meeting.

Tseng was sat at his desk, watching the security cameras monitoring the city- frowning at the state below the surface. The slums were gaining more people, he knew this- it was his current conflict since President Shinra, or- Rufus left this duty to him as he had left to deal with international affairs. Tseng was pulled out of his thoughts as Reno and Rude approached him, causing the man to sit up in his chair.

"Reno, Rude- what is it?" He asked with authority. He raised his brow slightly as Rude slid a letter on the desk toward him.

"From the people of Midgar, it was addressed to the head of Shinra," he explained. Tseng clicked his tongue in response, opening the envelope and scanning the words. He hummed at the writing.

"Additionally, you've been invited to speak amongst The League Of Kingdoms," Rude continued. Tseng closed his eyes, he disliked the level of responsibility he held, but he would do anything for Rufus, even if it meant making tough decisions. He stood to his feet, walking past his partners.

"We shouldn't keep them waiting. Reno you come with me- Rude I leave the task of watching over things to you."

----------------------

Tseng took his surroundings in as he moved towards the stone structure where they were expected to meet. He turned slightly, scolding Reno for flirting with the locals. He went to the slick stone seat with large letters displaying 'MIDGAR' before taking a seat, the red-head by his side. He moved his long black hair behind his shoulder, gazing at the other leaders.

"I apologize on behalf of Midgar, President Shinra could not attend and therefore sent me," he spoke politely- noticing Reno's unsure look out of the corner of his eye.

"Tsk, tsk, tsk. My, my...such troubling times we face." From his place at the table, the Ruler of Shinjuku spoke. Though he did not raise his voice, his tone made it clear he would be listened to.

View attachment 8352

"Of course, there are multiple matters to attend to in this meeting of ours, so I shall address all that has been brought up so far, and then propose my own solutions. First of all, the matter of the war we just partook of. I offer my words and suggestions not as a member of the Rebellion, but as the ruler of my own kingdom, and as a citizen of Patchworld. The actions of The Dishonorable are being dealt with within the walls of my own domain. You will not have to worry yourselves about Berserker for the time being. In fact, consider Assassin my only general for the time being." He gestured to where his other general stood behind him.

View attachment 8353

Assassin gave the rest of the council a friendly wave. "Yo!"

"...charming." Shaking his head, Archer continued. "Shinjuku is a kingdom that prefers to keep to itself, unless a pressing matter requires otherwise. As such, we will not be voting in favor of a Standing Army, nor shall we offer our own forces for the task. As for the issue with this Pirate Country, well...Shinjuku does not have an active navy, and furthermore are separated by both land and sea from the area affected. We shall be abstaining from that as well, though remaining neutral on the subject.

"Now...onto a matter that does concern us...or will, at least, if this council permits. "The Honorable Lady Satrinava brings up a valid concern. The government of the Brotherhood continues to aid Mordor. However, must their people suffer for the choice of their ruler? Being in an alliance does not constitute deserving a siege, especially when the people of Massachusetts are not as hardy as the citizens of Mordor. But, if their alliance causes unrest in their neighbors...I propose a way to have the Brotherhood earn the trust of Patchworld."

Archer would spread out a map of their kingdoms on the table. "Do you see this land in black? The Northern Uninhabitable offers uncharted territory yet to be discovered. As I'm sure you all know, my soldiers are not ordinary men, but magical machines. And myself and my Generals are not ordinary men, either. An expedition into this land will not affect us in the way that it will others...but why not share the spoils of undiscovered riches? Why not turn this into an opportunity for unity within our ranks, to work together to discover and conquer, rather than to fight and slaughter?"

"Here is my proposal: I should like Shinjuku to lead an expedition into the Northern Uninhabitable, offering up a unit of my Coloratura and a fraction of my own economic resources, as well as sending Assassin to lead the mission. I would also highly recommend that the Brotherhood join me on this expedition, giving the same and offering the General who had participated in the war, Sir Adewale, to join in. From there, anyone interested, be it from the Alliance or the Rebellion, shall join us under one banner: The Explorers. If the Brotherhood can prove themselves to bear no ill will on this expedition, then they should be free to trade as they please. However, should they behave in a way that proves detrimental to any other nation involved, then I will personally vote for an extension of the blockade. How does this sound?"

Nynaeve knew that joining either side of the conflict was to be a disaster, she just didn't expect how big of one. Alliance or Rebellion no one came out smelling like roses in the conflict. Then they received a summons to attend the conference. Not only to deal with the issues of the war, but their neighbors also had become antagonistic towards them. Yet from the reports that Mat and Birgitte had delivered there was no mention of Hoshido even being part of the attack with the Alliance.

Nynaeve was sure that they could find a common ground in the current dispute, though she wasn't too eager to speak about that among the others. Either way, she had no interest in a fight. The Matati nor the Rebellion was worth that.

Then of course there was the issue about the Queen of Hyrule. Their discussions had not been as fruitful as she hoped with the summons coming so soon after the battle, but Nynaeve hoped they could find a common ground still. She had left Birgitte with explicit instructions to look after her and see to her needs when Nynaeve was gone. She wasn't a prisoner...just a house guest for an extended period of time. Nynaeve really hoped she didn't plan to bring Zelda to a tavern.

For the meeting, Nynaeve had dragged Mat with her. Heavy protests aside he had relented and looked like he had been sulking when he and Nynaeve arrived into the room.

She listened intently to what some of the speakers had to say. Lelouch and the Ruler of Shinjuku brought up some poignant suggestions. Then there was the Kingdom of Vesuvia. "I did not realize you were so eager for more bloodshed," Nynaeve replied to Nadia. "I for one believe we have all seen enough. Is this not a time to extend the hands of friendships rather than swords? A strong leader would be capable to show their kingdom that words give you far more peace than the fist. Extending the blockade and forming a standing army will do nothing but waste resources and manpower. I would be eager to know how you will deal with the logistics and how happy your people will be to be dragged into another conflict that is so easy to avoid."

As she said that her attention turned towards King Shiro of Hoshido. "Our relationship has soured considerably over the past few days, is understandable, but disappointing. The people of Caemlyn are saddened that they are no longer able to visit your magnificent country."

"And drink your magnificent sake..." Mat mumbled under his breath. Though the glare he received from Nynaeve told him that she at least heard him and he promptly shut up.

Nynaeve continued addressing King Shiro. "I understand the fear of having a member of the 'rebellion' at your doorstep, but the simple fact is that you are our neighbors and the bonds we have formed during our time here are far stronger than anything the Alliance and the Rebellion could have formed."

As an Aes Sedai, it was meant that Nynaeve was supposed to give advice to a ruler, not be the ruler decreeing her words like this, but she did what she had to do for her people. "Fear is a strong emotion, but often it leads us down paths that are hard to escape from. I understand the Great Point is a spot coveted for its beauty," Nynaeve decided to not bring up mention of war or its strategic importance. She didn't want to paint Shiro as a warmonger. "But perhaps instead, as neighbors we could possibly find a common ground in a joint venture?" Nynaeve had understood that morale in Hashido had sunk considerably during this time. She didn't know their situation regarding food and other resources but Caemlyn despite everything was still rather prosperous and were always eager to share their goods and their services.

“Valid point, Lady Mandragoran. If I could see any other way to quell my people’s fears that don’t involve violence against Mordor than I would take that offer,”

Nadia sighs.
“Unfortunately, Mordor is not present for us to discuss diplomacy.”

Nadia taps a finger on her stone throne before she spoke again.

“I stand steadfast in my beliefs, though. I believe that merely extending it to the Brotherhood’s mainland territory would not hurt the island territory of the Brotherhood. It pains me to oppose you, Lady Mandragoran, but for my people to sleep at night this must be the path we take,”

At Archer’s proposal, Nadia activated her Sight, which would allow her to see the truths of the world. A magical circle appeared on her forehead, although it would be covered by her masquerade mask.

“You both were nations of the Rebellion during the First Crusade. I do not trust that if it were merely you two that you would be fair in your judgment. Sir Archer, are you open to having a nation who sided with the Alliance accompany you on your journey to the North?”

Whatever Archer, or anyone else, responded with, it would be run through Nadia’s Sight in order to see what the truth is.

Matrix and Mouse had unfortunately forced Dot's hand, making her appearance at the League of Nations all the more awkward for her. She chose to attend with Mouse, for she knew her brother would be a disaster at this kind of meeting. She had thought long and hard on how to approach her own talking points, realizing it best to let others speak first and see if they hopefully said something to her liking.

To Dot's light annoyance, it was Mouse who spoke up first between them.

"A standing army just sounds like a threat to me," she said. "You can't talk about peace while throwing around something like that!"

Dot gently placed a hand on Mouse's arm and took over. "What she means is that we should examine why the Rebellion began in the first place. While I understand the fear people have for Mordor, especially after one of their generals was taken out in such a cruel way, I feel a rebellion was only inevitable from one of us. Peace and the safety of our people matter before all else, but I doubt anyone here envisioned this for themselves or their nation. We are essentially trapped in a... world we barely understand. We need to start thinking up ways for things to change around here because I'm sure a great many of us wonder if this is truly how it will be for the rest of our lives."

Dot paused, worrying that she might have completely revealed her hand, but Mouse jumped in before she could think on it much. The orange-haired general affixed Sarrabi a firm look. "I think it's a good thing the Matati isn't here today. Gives us a chance to think for ourselves for once." She pointed to the map Archer had laid out. "These are the kinds of ideas I like. We might be able to find us something that could really change things around here. I'll bring a few of my people to join you. Couldn't be any more dangerous than the web."

Dot nodded with this idea and continued from there. "Furthermore, Mainframe will join with your Aegis Union, Sir Lelouch. However, I believe our full priority should be the defense and protection of the nations at risk by the pirates. I do not agree with any plan to assault them, for we have not tried other solutions yet. What do we know about these people? Have we tried to barter with them yet? I have dealt with pirates before without any loss of life."

She leaned forward in her chair, turning her head now to President Armstrong. "I feel a defensive union is necessary when I have mercenaries taking advantage of my merchants and forcing them to hand over their lands as payment. With Mainframe, Britannia, and hopefully Sakura combined, my people would not have to be used by your forces, Mister Armstrong. I urge the rulers of Britannia and Sakura to understand that what President Armstrong is doing to my people and my land could just as easily happen to them. I propose that Colorado's military and mercenary forces be banned from our nations... unless Colorado is willing to join this Aegis Union. If, and only if, we had full cooperation from you, I'm afraid I would have to question your intentions and loyalties otherwise."

Dot then leaned back in her chair, satisfied she got that proposal out of the way. "Besides, a strong defense force would mean the pirates would be more likely to strike a deal with us. It is the best option overall."

Archer would give Dot and Mouse a smile and polite bow. "That is exactly the kind of thinking that Patchworld's nations need on their throne! Thank you for your support in this expedition. I look forward to working with you, and whoever else should like to join us on our endeavor."

As Nadia offered her insight, he turned his gaze to her. "I don't mind repeating myself, but the expedition that I propose is open to all citizens of Patchworld. As for the subject of the Rebellion, well..." Archer steepled his fingers as he sat back in his throne. "I work with the best interests of Shinjuku at heart, just as you work with the best interests of Vesuvia at heart, Lady Satrinava. Answer me this. After a war rocks our world and a temporary ceasefire is made, what benefits would I receive for playing biases towards anyone when I border both Alliance nations Fortuna and Vesuvia, have no standing navy, and no strong allegiances forged outside of the Black Earth? I wish for my people to survive, Lady Satrinava, just as you do. But in order to do so we cannot continue to play these us versus them, cat and mouse games of distrust. This is Patchworld's opportunity to work together towards a great cause, one that could very well boost the morale of our citizens should we discover anything of value within the Northern Uninhabitable. In the frontier we will not be Alliance or Rebellion members, but a team working as one. If you are willing to accept me at my word on that, then I eagerly accept your participation...if you so desire to join us, of course."

"Lady Matrix, your concerns are valid, and the girl's comments have made me realize that... I should make some clarifications, things I should have said when I first made these propositions, and for that, I apologize. But for now, I will speak my mind,"

She stood up.
"What I desire is for this Standing Army to not just be a tool against Mordor and their allies, but for this to be a universal defensive army that will neutralize any battles no matter the faction. This army would consist of soldiers from across Patchworld, whether they were a part of the Alliance or a part of the Rebellion during the First Crusade. If any Alliance-leaning nation desires to commit any unprovoked attack then the Standing Army would have to intervene. I assure you that no matter who is on the defensive, whether it be Starchild or Kingdom Cold, the Standing Army would defend that nation. This is why I support the Aegis Union, for it will be the first stepping stone towards the Standing Army I so desire,"

She sits back down, letting out a sigh.
"Please don't believe that this is against you, Lady Matrix. I want peace, I really do. But the way to deal with these issues is through diplomacy. A Standing Army would guarantee that, as long as everyone is in cooperation,"

Archer's words then began to pour in, and Nadia listened to what he had to say.
"I hear what you have to say, Sir Archer. Like you say, with the intentions of my people in mind, I'll accept your offer. I won't give you my trust but my land general Vulgora will accompany you on your journey alongside a single land unit. If any other Alliance-leaning nation desires to accompany us that will be very welcome. Like Sir Archer says, this isn't us vs. them. I would be lying if I said that the Rebellion was only filled with tyrants. The Standing Army, the Aegis Union, and the Northern Expedition will all work to unite both the former Alliance and the former Rebellion,"

Nadia rests her head on her hand. She's telling the truth, but she doesn't know if anyone else will listen.

View attachment 8357
“You both were nations of the Rebellion during the First Crusade. I do not trust that if it were merely you two that you would be fair in your judgment. Sir Archer, are you open to having a nation who sided with the Alliance accompany you on your journey to the North?”

Whatever Archer, or anyone else, responded with, it would be run through Nadia’s Sight in order to see what the truth is.

"Pretty much hit the nail on the with that," Mat spoke up as Nynaeve was busy discussing things with King Shiro. "I might be a general and bloo- quite good at it if I say so myself, but if more fights can be avoided then that should be our goal." He poignantly looked over to Nadia. "Obviously Mordor isn't here. If a representative was here would the leaders around this table get anything done? I should think not! Pointless back and forths that wouldn't get anything done! As for this..."

Mat tapped the map that the Archer had pulled out. He really needs to figure out what to bloody call these people. Calling them by titles just felt weird... "This is what we should be doing. Exploration. Pulling our resources to solve the mystery that is the Patchworld. That is what we should use our resources for and I'm sure Nyn- The Queen of Caemryn would be happy to throw her lot in for an expedition."

The King of Patchworld slides his sword back into its scabbard. He didn't say another word to the retreating Alliance Forces. He simply to face Minas Morgul.

Nobody else would die because of him. Nobody.

The mood of the skies shifts. The Dark Clouds that once loomed overhead shift and sway. Sunlight bursts through the black. The Nazgul can feel the day breaking. They can feel the light chasing them. In the blink of a trembling eyelid, the Ringwraith vanishes, joining his brother in God Knows Where. Despite the its sudden exit, part of Sara knows that they shall meet again. The Black Breath has marked her. The nightmares that shall besiege her senses tonight will torment her with ideas as to what that might truly mean...

Adewale deflects Zuko's first strike. He narrowly dodges Asra's next hit. He ducks below one sword. He leaps over another. He plants a boot upon one of his foe's faces. He can't quite which one. He can't---
"GAHH!" The Assassin cries. His vest turns crimson. He clutches his bleeding rib. He stumbles back, placing some distance between himself and the two Generals. He points a shaking sword towards his foes. "Gah... I've felt worse. Perhaps... next time... you'll be able to say the same..." He took another clumbsy step back. "If you survive the wreck, that his..." He half-laughs, half-winces. "Congratulations, Allies. The Seas are yours... for today, at least..."
Adewale takes another step back. His spine hits the ship's rail. It's impossible to say where he leapt of fell from the edge of the ship in the end. All that can be said for certain is this: the Allies did not see the Assassin resurface for sometime.
Their wounds pulsing, the two generals had moment or two to breath before---

CHAPTER ONE:
W H E N - I N - R O M E

Earth.
Sea.

Bringing too Generals will be considered an act of intimidation.

S T A R C H I L D
Map of Patchworld

Even when bandaged and healing, Zuko remained as calm as one could be when told that there was to be a conference consisting of Kings from all 25 realms that wished to attend. Despite his family's suggestions to rest he insisted on going, and he asked Aang to come with him, both as the Avatar and his General but also as his friend.

In the meantime, he requested that Suki rest when needed, but keep an eye on things, and let the rest of the Kyoshi Warriors keep guard while they were gone.

Once the two had arrived at the meeting place, Zuko made sure Aang stayed close as he made it to his place among the rest of the leader's, keeping mind of his shoulder in the meantime.

Zuko's eyes scanned the letter, his eyebrow raising slightly in surprise. That didn't mean he wasn't pleased with some of the news given to him, however. He'd have to iron out some details on a potential alliance with Plasma, but at least it seemed he wouldn't have to worry about his neighbor attempting to go to war with him. Glancing to his right briefly he saw Aang fidget from where he stood beside where the Fire Lord sat.

tumblr_inline_o0dtixjUBT1s6v5zp_540.png

"Aang, what is it?" He asked, causing the Air Nomad to look to him sheepishly. The Avatar had perked up when hearing that the Matati was pacifistic, interested in the information, but couldn't help but worry at the talk of certain...issues, regarding pirates and the like.

tumblr_inline_o0du3eJK0B1s6v5zp_540.png

"Well, y'know...Avatar stuff, but mostly about the war...and the Pirates." Aang muttered with a sigh, briefly glancing to his friend's healing shoulder a second before his attention was brought back to the meeting. Admittedly, when he met up with Zuko injured and bleeding and Suki branded he had, as one of the Kyoshi Warriors put it, 'flown into a tizzy' of worry. He couldn't help it! They were among all he had left of his friends from before Patchworld, and he already lost enough before the Hundred Year War.

Aang was honestly glad Talion or a representative wasn't there, it'd make things really...awkward. Especially after Talion more or less threatened his friend and the Fire Nation.

tumblr_inline_o0dti5SfBr1s6v5zp_540.png

Zuko simply nodded. Their attention brought back to the matters at hand, a thoughtful look coming to his face as he listened to some of the other leader's suggestions and stances.
Many of them made some good points, he'd give them that.

"I support this Aegis Union, I myself have dealt with Pirates before however and if bartering does not work...then do you have a plan in place in case the Union is not enough?" Zuko spoke up as he glanced to both Dot and Lelouch, as well as Nadia.

While he had nothing to worry about so far in regards to the Pirates, the Aegis Union so far seemed like the start to a good solution on paper. Hopefully, it would work in practice.

"What if there's something there that's dangerous and deadly we don't know how to deal with?" Aang spoke up, pointing to the the dark patch on the map. The monk raised a brow as he glanced to those in favor of the Exploration. The Avatar's gaze went back to the map, lips pursed as he crossed his arms.

"No one's gone in and come back out, right? What if even your people run the risk of being stuck there?" He muttered, drumming his fingers along his arm in thought as he directed the last question specifically to Archer with a tilt of his head.

An ugly laugh rumbled from the far end of the meeting chamber.

"How quick-fast man-things are to trust their fellows, so soon-soon after scurry-running past their own dead, feh!" a sharp, guttural squeek-laugh rose from the dark. Within the shadow of an arena so familiar to this particular scum, a proud-stricken figure slowly strode into the light. A scarred, pink tail dragged filth along the clean tiles of the floor beneath him. A gnarled, wooden staff supported his weight as he hobbled down the steps towards the only empty chair.

A rat had entered a chamber of civilized leaders. Much like the rats that came to feed on the carrion of the Alliance's dead. Much like the rats that emerged in a nightmare tide on the fields of Mordor. Though there was no doubt that this one was their leader, for his unkempt fur was as grey as polished steel dropped into a pool of muddy water, and the brilliant horns twisting from the sides of his head exuded a most unholy air of authority and self-assured piety.

The seat at which he sat was marked by the crude emblem of Skavenblight, and he moved a hand from his staff to adjust the name plaque sitting before him. When the plaque flipped over, it read 'Grey Seer Thanquol of Skavenblight'

View attachment 8364

"The only reason-son you are blessed with the presence of Thanquol, is because I am-am pushed-forced to be attending this... this," the horned rat-kin sniffs at the air, bruxing his fangs with a displeased snarl, "This thing... but I know-think the reason why I come here. Yes-yes, the great Thanquol always knows!"

Thanquol shifted in his seat, flicking his tail beneath his robe and lifting his clawed hands to his sides. "Hear-listen to me, man-things. I come here to speak-say the word of the Horned One, the word of all Skavendom. Let us not... hrrmngh... waste time with... pleasant words. Skavenblight does not care-think of these... these dawdling political game-things. Feh! Waste of time. Waste of meat. Better things to do-do, yes. Headtaker and his pack-runt of morons were only in the land of orc-things because we know-know the Alliance hates us-us."

Red eyes fell upon some prominent members of the nations that befell Mordor that day. "We-we had no... assurance that they would-would not come for Skavenblight next. Queek is but a puppet-slave - a mere attack dog meant to scare-shriek off the Alliance from sail-swimming on Skaven shores. He will be dealt with in due time for his failure to obey-follow the word of a Grey Seer."

"Know this - Skavenblight will not play this game-thing. We-we welcome allies who do not-not play with unions and word-deals. The Horned One gives me sight-eyes, yes-yes. This new 'union' will fall-fall by the hand of it's own founders, in due-due time. Skavenblight has no purpose there."

"... And we will not take-suffer blockade of our shores."

The Grey Seer rose to his standing height, gripping his wooden staff with both hands as he gestured a wild claw to the crowd of gathered leaders. "Brotherhood is small-weak! Far too cocky for their own good-good! They deserve what comes to them and their disgusting people. But they think-think they take Skavenblight shores from us. Foolish man-things will regret that. But we do no wrong-bad things to Alliance ships. So are we to-to suffer because of foolish, murder-killing neighbors? No-no! Never! I forbid it."

"So I bring you deal-pact, man-things. You leave the Brotherhood filth-trash to Skavenblight. We will punish them for you. And... for as long as you leave us alone-lone... we do the same for you-you."

The long-winded diatribe ended with a harsh wheeze from Thanquol, who extended a claw from his staff and pressed it against the surface of the meeting table. His lips parted from his rotted fangs into an ugly grin.

"Your kind always cherishes their own mongrel pups. Why risk death and war for a blockade? Allow us to die-suffer for you, surface dwellers. Peace of mind-mind in exchange for a few clan-rats dying to punish-rake a nation of pirates and killers."

"A good deal for you all, yes-yes?"

Lelouch vi Britannia & C.C.

ue64nwm.jpg

❝ Of course, Lady Dot. A full-on assault against the pirates are the absolute last resort in mind, and I do hope we avoid such a thing. ❞ Lelouch figured to clarify his intentions with this Aegis Union. It was rather contradictory to say that the Union was a means for collaborative defense and then mention the unsavory means of pulling an aggressive assault with said defensive union.

❝ In the case that the Aegis Union does not have the ability to resolve the conflict with the pirates... well, I do intend to barter and negotiate with them should the opportunity arise, but if that isn't enough, the worst-case scenario could only mean the worst to come. However, I am confident that we won't have to resort to that horrible extreme, Lord Zuko. Take my word as you will. ❞ He reassured that the possibility of the Aegis Union failing was close to nothing. Eventually it would have to lead to some form of negotiations with the leader of the pirates, and Lelouch fully intended to be present when it does happen. So in short, he was purely confident that he could make this work somehow.

❝ And yes, I would like to continue on from Lady Dot's point. This world itself is nothing like our own, and more so turbulent if we turned this to a scenario where we fend for our respective territories only. I'm aware that some could live to that kind of feverish life with no problem... ❞ He briefly directed his eyes toward the Skavenblight's leader before bringing himself back to his own point. ❝ ... it's nothing short from an impossible pipe dream to solely depend on one's own resources and fortitude alone, so it's inevitable that we have to cooperate in some manner somehow. Yet, it isn't exactly cooperation when it involves taking advantage of other territories and the likes. ❞

❝ President Armstrong, I find that your mercenaries could serve better in this defensive union than being free to pick away at the livelihood of not only the people of Britannia, but those from the Mainframe and Sakura as well. In fact, I would highly advise arranging your decision sooner rather than later. The Aegis Union that I propose is not only a temporary one to resolve the pirate problem, I fully intend to keep the Aegis Union operational as a defensive pact for as long as the Union's participating territories stand. That includes defending against the mercenaries that hail from Colorado. I'll leave that on the table for you to consider your course of action. ❞
This was another matter that needed to be taken care of somehow. He couldn't exactly let his own citizens fall victim for a mercenary nation-state's quick buck. With the support from others regarding his proposed Aegis Union, it was a good pressuring front to determine where intentions are.

Awaiting any constructive follow-up regarding the Aegis Union, Lelouch attentively listened to the other matters at hand during the meeting. There was the matter of the Brotherhood blockade, which didn't bring immediate concern from the young ruler. So he left that to those who were purely involved and whatnot. Then there's the matter of an expedition to the unknown lands up north. Again, not an immediate matter for Britannia, but it could prove to be worth investing in to a certain degree. However, until the issue with the pirates was taken care of, Lelouch didn't see any room to contribute to the expedition. He simply continued to take in whatever else came out of this meeting, picking away at any key talking points as mental notes for later.

"If we knew why the Gods do what they do, well... We would be Gods ourselves," Zelda smiles. She settles into her chair and raises her eyes to meet Nynaeve. One easily forget that the two women had been trying to kill each other just moments before. Perhaps the peace they were sharing was momentary. Perhaps it was just an illusion. But the Queen found it... refreshing, even if it was destined not to last. "In this moment, neither you nor I can truly say that she's knows the direction our world is travelling in. More importantly, neither you nor I can claim that we know how or why this.... this mad journey began. It troubles me, it truly does. The darkness we have been left in is unnerving, to say the least. What you're suggesting - an Ally and a Rebel fighting for the same, noble cause - I must say.... it intrigues me. The Truth must be found. We could very well be the pair that finds it..."
The Queen falls silent for a heartbeat.
"I cannot say that I completely trust you, Nynaeve. You have too much to gain from me loosening my tongue today. Still. Perhaps tomorrow, when the skies are clearer and the day is brighter, we might come to some form of... agreement. What would you have me do? Do you wish for us to become public allies? Or covert comrades?"

The Pirate Problem
"Well, that's note entirely true," Credo hums at the mention of Shinjuku's decision to abstain. "If we're wise, we could easily launch a land attack on the Pirate 'Kingdom'. Fortuna's borders are open to all who mean well. You could march your troops across our Great Nation and cross over into the Kingdom of Souls. From there, we could launch a land attack on the Eastern Shore of the Pirate Kingdom and catch the fools by surprise. Of course... such a plan depends on Queen Cia's willingness to cooperate..."
View attachment 8370
"My 'willingness to cooperate' depends on yours, Supreme General..." The Queen of Souls bitterly mumbles from behind her mask. "Would you be willing to return the Sacred Southern Point to my people?"
"'Your people'? Your horde of goblins and savages? I think not!" Credo matches Cia's bitterness with some of his own. "Besides. How could we possibly 'return' something that never belonged to you to begin with!"
"
Here we go again..." Shiro groans. He leans over towards the King of Shinjuku.
View attachment 8368
"Credo, Cia, Thales and the Prophet of Truth have been fighting over the ass-end of Fortuna for years now." Fortuna's King whispers. "I don't think anyone knows why anymore. Something-something-religion-something-something. What maters is that they've each laid a claim to the 'tail' part of the 'White Dragon of Sparda' that sits slap-bang in the middle of the map. As great as helpful as a Land-Invasion would be, if it involves Cia and Credo working together... yeah, I can't see it happening. Looks like I'll be abstaining too."

Expedition
"If my father were here, Archer, he would surely object to this campaign." Sarrabi squints. "This 'Dangerous Dream' of yours could cost your kingdom greatly. The Northern Uninhabitable... it was given its name for a reason. The exiles left to wander its wastes long ago never returned,"
View attachment 8369
"Perhaps so," Achilles mumbles. "But I doubt that these 'exiles' were sent out into the deserts with the correct supplies. We won't be sending criminals and outcasts into the unknown. We will be sending soldiers. We will be sending machines and magicians. I wouldn't be humoring His Majesty the Archer's plan unless I had the complete faith in the strength of this traveling party." Achilles turned to face Shinjuku's king. "I cannot think of a wiser choice for this exhibition that Mr.Adewale. I am sure that he'll jump at the chance to rehabilitate the Brotherhood's- and, of course, his own- image. As a sign of faith and goodwill, I will be pledging twice the proposed number of troops to the expedition. I will happily sail anyone who requires transportation to the shores of Shinjuku to prepare for our quest."

"Shinjuku, Massachusetts, Vesuvia, Caemlyn..." Sarrabi sighed. "Do any other Kingdoms which to commit a general and some troops to this expedition?"

Hoshido
"It's not about fear, Your Highness," Shiro shrugs as soon as Nynaeve has finished. "It's about smarts. Your country went to war with mine. We've made arrangements to keep ourselves safe. It's as simple as that. If you believe that our 'neighborly bond' is so valuable, you can forgive us for holding our cards a little closer to our chests now. Once this whole Mordor thing has blown over, you can have all the saké you like. Until then? You'll have to buy it from our travelling merchants, just like everybody else."
His eyes flicker over to Mat for a moment.
"I'm sure my cousin will send a discount your way, if you ask her nicely. We'll send a few crates your way as a good will gesture. As for the Northern Point... that's a different story. A bunch of Hoshidan Mages dug up some old maps a while back. Apparently your borders have been growing for the past few years. It's just a clerical issue..." He thins his eyes and raises and eye brow. "Right? I mean, you'd never intentionally fix the numbers to steal a few milometers of Hoshidan land, now would you? All my people are doing is reclaiming what is rightfully theirs. The only joint venture I'll accept is one that sounds like this: you surrender your claim to 'your half'' of the Great Point, and, in return, we'll allow your civilians to visit 'our half'. You get a nice view, my people get their Birthright. Sound fair?"

Colorado
"Taking advantage?" Armstrong replied to Dot's accusations with a gasp of mock-surprise. He washes his gasp down with a deep chuckle. "That sounds like Pansy-Talk to me, Dot. What were you expecting? Hand-Outs? Hate to break it to ya. America doesn't do handouts. Those merchants knew exactly what they were getting themselves into when they signed those contracts. Those who say they didn't? They're either lying to earn some Good-Boy Points, or they're too thick-headed to have read the fine print. Which one is it, Dot? Are they Grade-A Morons, or lying suck-ups?"
View attachment 8367
"Now, listen close. I want to make this very clear:" He chucles again. "The Kingdom of Colorado never has and never will commit a crime against another nation. Everything my pencil-pushers have done? Perfectly legal. You don't want us to take your land? Pay back your damn loans. It's not rocket science."
He fell silent as soon as Dot brought up a potential boycott.
"My mercenaries wouldn't exist if you Jessies didn't need them. Ban or no ban, you'll come knocking on Colorado's door the second the going gets tough."

Aegis Union
Augustine falls silent as the Kingdoms discuss the Union. He lets them speak. He takes the time to listen. As soon as Nadia says her peace, he speaks up. He can bite his tongue no longer.
"If you ever have to take measures to 'Guarantee Cooperation'..." The Ruler of Gindra repeats to himself. "Then you must accept this simple fact."
View attachment 8371
"You are an autocrat." Augustine sends a glare in Nadia's direction. "What fair negotiations can occur when one party points a gun at another? If the Aegis Union is a hammer to hold above the heads of all who oppose its members, then I have no choice but to denounce it and all who chose to support it. I wish to second Mainframe's earlier statement: the formation of a standing army is a threat. Lelouch, you assure us that your Union will be but temporary. You assure us that offensive action shall be your last resort. I hope that are as honest as you appear. My heart goes out to the revolutionaries. I would hate to see their fight for freedom come to such an oppressive end."

Plasma Blockade
"Foolish murder-killers..." Achilles mutters to himself, his fingers drifting to his chin. "Now... who do I know who can fit that bill? Tell me.Which Kingdom sent its forces after the fleeing armies of the Alliance? Was it the Brotherhood? Or was it the Skaven? You can't blame this on your generals, Rat. Witnesses report that your soldier acted without Queek's guidance. It was almost as if they were trained to hunt non-combatants... it's almost as if they were trained to mangle and defile the bodies of the fallen. If there is a Kingdom here in need of violent intervention, the Kingdom of Skavenblight comes to mind."
Achilles falls silent for a moment.
"The Skaven have shown a complete disregard for this council and all it stands for. They have offered us nothing, and they have taken far too much from us already. I am troubled by the suggestion that the Blockade should be extended. I agree with my fellow Kings. My people should not suffer for my sins. I would, however, like the council to take note of the following: the Kingdom of Skavenblight has just issued a poorly-veiled Threat of War towards the Kingdom of the Brotherhood. All this talk of a Protective Union... I pray that it is not just that: talk. If this council wishes avoid accusations of hypocrisy, then the newly-formed Aegis Union should pledge troop to my aid, should I be forced to defend myself."
